The Arizona Department of Homeland Security (AZDOHS) is seeking a Procurement Specialist to join the Finance and Administration team, reporting directly to the Assistant Director of Finance and Administration.
This position is a mid-level specialist, working in collaboration with statewide procurement professionals and in accordance with all statewide procurement policies and practices.
The Procurement Specialist will:
• Work in conjunction with statewide procurement in advising agency managers and staff on procedures for developing contracts or parts of contracts
• Provide guidance to agency staff, other government agencies and grant subrecipients on contract or agreement policies and procedure
• Explain and advise staff on state contract and procurement laws, rules, regulations, operating policies, procedures, and ethics
• Prepare and deliver training to agency staff and grant subrecipients on contract procedures, requirements and related issues
• Collaborate with technical resource staff to develop specifications and requirements on procurements within scope
• Explain agency purchasing, agreement or contract policies to agency program staff
• Facilitate contractor or vendor invoices for payment
• Prepare and deliver training to agency staff and grant subrecipients on contract procedures, requirements and related issues
• Collaborate with technical resource staff to develop specifications and requirements on procurements
• Facilitate internal review of quotes, requisitions, contracts, and invoices in relation to procurements
• Respond to questions from grant subrecipients regarding procurement guidance
• Enter all data and receipts into the Arizona Procurement Portal
• Other duties as assigned as related to the position
Knowledge:
• Knowledge of federal and state funding rules and regulations, contract language, contract management, agency program/project policies and procedures
• Knowledge of accounting practices and the analysis and reporting of financial data
• Knowledge of purchasing procedures and methods for acquiring goods/services
• Knowledge of techniques used to negotiate or gain agreement with others
• Knowledge of principles and processes of governmental contracting
• Knowledge of federal and state procurement laws and statutes
Skills:
• Skills in relationship building with internal, external, and vendor stakeholders
• Skills in analytical thinking, problem-solving, and a strong attention to detail
• Skills in negotiation, communication, and conflict resolution
• Skills in Google Suite and Microsoft Office
• Skills in project management
Ablity:
• Ability to establish and maintain working relationships with contracted and governmental agency representatives and special interest groups
• Ability to evaluate and analyze programmatic and fiscal data, negotiate contracts, and maintain complex record-keeping systems
• Ability to analyze technical specifications in bids
• Ability to communicate verbally and in writing
• Bachelor's Degree and at least two years in procurement or relevant equivalent experience
• Required to drive on State business; must possess a valid Arizona driver's license
