Job Summary:

The Senior Procurement Specialist will supervise procurement staff and oversight of the purchasing process which includes policy and procedural training. Will also coordinate the solicitation and purchasing processes in support of the agency’s strategic and operational needs. This position will develop contracts with an emphasis on high-dollar, complex and technical solicitations and ensure contracts are completed with compliance to applicable rules and regulations.

Job Duties:

-Supervises the procurement staff and oversees the development of high-volume agency-wide regulated purchasing procedures.
-Provide agency-wide support for the procurement system.
-Process assigned purchase orders as well as approves the purchase orders of those with lower delegated authority.
-Serve as the technical lead for both the purchasing staff and all internal customers.
-Write, administer and negotiate specialized contracts with an emphasis on professional services and construction projects.
-Provide and promote customer service (internal and external) with professionalism.
-Write policy, operating procedures and produces reports related to solicitation administration, contract development, procurement and finance system support, compliance adherence and record retention.
-Perform other duties as assigned

Knowledge, Skills & Abilities (KSAs):

The candidate will have knowledge of of federal and state laws, rules and regulations governing contracts; business law, solicitation components, contractual terms and procurement methodologies; budget development, expenditure controls and standard audit procedures; general database, purchasing or financial system functionalities; and general construction bid processes and required documents. The candidate will be skilled in communication, verbally and in writing; analyzing and interpreting data; problem solving; researching and utilizing information from technical instruction, policy, source documents and market trends; negotiating and represent the best interest of the program, agency and state; and prioritizing workloads, work efficiently and enhance compliance. The candidate will have the ability to execute procurement tasks efficiently; use common office software, financial database systems and general office products; apply principle and workplace leadership; apply process management strategies regarding purchasing and finance applications; apply communication techniques and promote collaboration amongst individuals and work groups; and maintain confidentiality of both personnel and purchasing details.

Selective Preference(s):

The preferred candidate will have an Associates degree or a Bachelor's degree in accounting, business, communication or other related area of study. The ideal candidate will have a certification in public procurement or equivalent professional certification.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
