JOB SUMMARY:

The Arizona Public Safety Personnel Retirement System located in Phoenix, Arizona is currently seeking qualified candidates for the position of Procurement Specialist Senior. The Procurement Specialist Senior is responsible for overseeing and managing the acquisition of goods, services, and contracts for the Public Safety Personnel Retirement System for the State of Arizona (PSPRS). This position ensures that all procurement activities comply with applicable state laws, regulations, and policies, while maintaining transparency, fairness, and accountability in the procurement process. The Procurement Specialist Senior plays a critical role in supporting PSPRS by managing procurement operations effectively, efficiently, and in a cost-effective manner.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Procurement Process Management:

  • Plan, coordinate and execute procurement activities ensuring compliance with state procurement laws, regulations and policies.
  • Draft, review, and issue solicitations, RFP's, IFB's, and RFQ's for goods and services.
  • Review vendor proposals, evaluate bid responses, and recommend award decisions based on established criteria.
  • Negotiate contracts and terms with vendors and suppliers.
  • Maintain required records of all procurement activities.

Compliance and Regulation Adherence:

  • Ensure procurement processes are in full compliance with state statutes, administrative rules, and procurement policies.
  • Interpret procurement laws, policies and guidelines and provide guidance to state agencies and other stakeholders.
  • Ensure compliance with federal procurement regulations when applicable.

Vendor Management:

  • Develop and maintain effective relationships with vendors and suppliers to ensure optimal contract performance.
  • Assist in resolving vendor disputes and issues related to performance or contract terms.
  • Monitor vendor performance to ensure contract terms are met and that the goods and services provided aligns with requirements.
  • Maintain vendor information in Great Plains.

Reporting and Documentation:

  • Prepare and submit procurement reports, including purchasing activity reports, and compliance documents, to appropriate authorities and stakeholders.
  • Maintain detailed and accurate records for all procurement transactions.
  • Assist in audits and reviews of procurement activities and contracts.
  • Assist in ensuring accuracy of payments made to vendor for monthly budget preparations.

Training and Support:

  • Provide procurement training and guidance on best practices and compliance with procurement procedures.
  • Offer technical support and advice to staff in the development and execution of procurement strategies.
  • Identify opportunities for process improvements, cost-saving, and efficiency gains in the procurement process.
  • Remain current with changes in procurement laws, best practices, and technology incorporating relevant updates into procurement practices.

Budget:

  • Collaborate with departmental budget staff to review, analyze, and monitor procurement related expenditures to ensure alignment with allocated budgets and compliance with financial regulations.
  • Provide guidance and assistance in forecasting procurement costs, preparing budget justifications for solicitations, and identifying cost-saving opportunities through strategic sourcing and contract management.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal and State laws and statutes governing contractual agreements; funding rules and regulations.
  • Procurement practices, processes and procedures.
  • Fundamentals of budget development and expenditure control.
  • Service programs and delivery systems in public agencies; available community resources.
  • General accounting practices and business law.
  • Contractual language (terms/conditions).

Skill in:

  • Three years of procurement experience.
  • Microsoft Office Suite and procurement management software.
  • Detail orientation, organizational and time management.
  • Contract negotiation, vendor management, and dispute resolution.
  • Auditing and investigation processes.

Ability to:

  • Effectively communicate orally and in writing.
  • Build and maintain effective business relationships with internal and external stakeholders.
  • Analyze and assess complex proposals and contracts.
Selective Preference(s):

Bachelor’s degree in business administration, Supply Chain Management, Public Administration, or a related field.
