The Division of Business and Finance (DBF) is seeking a driven, detail-oriented professional to step into the role of Procurement Specialist Senior and make a meaningful impact.

In this key position, you’ll take the lead on complex, high-profile procurements, ensuring every stage meets the highest standards of compliance with the Arizona Procurement Code, federal regulations, and AHCCCS policies. You’ll work independently while serving as a trusted advisor to stakeholders, helping shape procurement strategies that deliver value, mitigate risk, and support organizational goals.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

What You'll Do --Major duties and responsibilities include, but are not limited to:
• Develops and administers procurements; determines methods; ensures compliance.
• Leads evaluation committees; manages vendor interactions; prepares award documentation.
• Drafts and negotiates contracts; performs cost/price analysis; monitors contractor compliance. Performs market research.
• Advises stakeholders and coordinates procurement activities.
• Maintains web-based files in MS SharePoint and OneDrive and/or APP and ensures audit-ready documentation.
• Ensures compliance and prepares reports/analysis.
• Process improvements.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Federal and State laws and statutes governing contractual agreements
• Federal and State funding rules and regulations
• Fundamentals of budget development and expenditure control

Skill In:
• Public procurement processes
• Compliance management

• Excellent communication skills both verbally and in writing

• Establish and maintain work relationships with contracted and governmental agency representatives
• Demonstrated proficiency in Microsoft 365 applications (Office Suite, Microsoft Teams, SharePoint and Outlook); including but not limited to Adobe Acrobat

Ability to:
• Manage complex procurements, apply regulations, and work effectively with stakeholders
• Manage electronic documents, correspondence, and collaboration tools effectively

Qualifications:

Minimum:
• Three or more years of working in procurement and contract administration.

Preferred:

  • Bachelor's degree in business, public administration, finance, accounting, or a related field. CPPB, CPPO, or NIGP-CPP certification

 

Pre-Employment Requirements:

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
