Job Summary:

This position is directly responsible for management and oversight of the Extended Foster Care Comprehensive Service Model, and other services related to young adults 18 an older. This includes contract consultation and development, monitoring and fidelity and compliance of those contracted services. This position will also responsible for the program and project development within youth and young adult services and the Subject Matter Expert in the Youth Thrive Framework. The EFC Program Manager will be an expert in Arizona’s Young Adult Program, with an emphasis on DCS’s Extended Foster Care Program. responsible for supporting the Chafee H Foster Care Program for Successful Transition to Adulthood (federal grant) for youth 18 and older which includes documentation for the state plan, and all related federal reporting, interpretation of policy, statewide training and technical assistance to stakeholders, maintenance of forms, gathering and analyzing information from various data systems, maintaining and contributing information to data systems.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Directly responsible for managing the EFC Success Coach contract that work as field units to assess safety, wellbeing, and building competency with young adults to support their ability to live outside the foster care system. Staff high level cases, including after hour placements and needs of young adults. Assess, and complete data to ensure that units are meeting program goals. Prepares reports as needed.
  • Supervise 18+ team, provide 1:1 coaching, complete annual evaluations and other supervisory tasks. Train and partner in DCS field practice work with Program Managers and Supervisors. Provide coaching, consultation and certification on, Youth Thrive, DCS program specific training to the contracted providers; support or facilitate Age of Majority (AOM) staffing’s meetings; and support contractors case planning for young adults who demonstrate high level needs, such as higher levels of behavioral health or medical support. May require driving for state business.
  • Work on program development for further evidence-based practices and programs as well as internally with DCS on contracts regarding older youth. Consults in cases which need expertise in youth centered practice. Informs policy on EFC Programing. Establishes and maintains work standards, procedures, methods and rules for a region section outside the Department.
  • Supports Arizona's compliance with the programmatic and fiscal requirements for assigned areas of responsibility, including NYTD with contracted providers and the fidelity and compliance of the program.
  • Assess and support staffing specific cases to ensure fittingness of EFC Success Coach case assignment that fully supports the young adult’s needs and provide recommendations of case re-assignment (if needed)

Selective Preference(s):
  • Bachelor’s degree from an accredited college or university in education, social work, psychology, counseling or other related fields with 1 year of experience in working directly with transition age youth in Arizona's foster care system.
  • Preferred Master’s degree from an accredited college or university in one of the above mentioned.
Pre-Employment Requirements:

Requires the possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any driver training. Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration.

Employees must clear the DCS Central Registry.
