Job Summary:

This position provides a high level of independent judgment and leadership, expertise and assistance to District offices and other agency divisions and branches, as well as local governments. Represents ADOT to a variety of external stakeholders. Directs the work of the Statewide Permit group within the Systems Management Section of the TSM&O Division, and provides information and makes recommendations to Leadership and State Maintenance Engineer regarding the statewide permit program. This position manages the Outdoor Advertising Program as required by FHWA/Highway Beautification Act and the Class C Over-dimensional Permit Program. This position leads the Statewide Encroachment Permits Team to provide uniformity in permitting throughout the state and provides support services to each district. This position reviews and analyzes legislation, statute and rule for each program, and provides assistance to Government Relations to address constituent inquiries from the public, Director's office and Governor's office.

Job Duties:
  • Oversees the operations of the Statewide Permits Office which includes the Statewide Encroachment Permits Program, Outdoor Advertising Program and Class C Permits Program. Develop and maintain databases related to the programs. Create and administer related trainings. Direct the work and assignments of technicians and consultants to ensure alignment with Agency goals.

  • Researches and analyzes data related to the program and provide recommendations. Manage the legal, engineering and technical requirements of the subjects for each program. Ensure that information provided is clearly stated and adheres to legal and statutory requirements required by the Governor's Regulatory Review Council (GRRC) and the Attorney General's Office. Prepares citations and case files.

  • Meets with Stakeholders and attends meeting related to the programs. Provides analysis, administers and enforces the specific regulations pertaining to outdoor advertising control, encroachments and over-dimensional loads, administrative proceedings, appeals, contracts, encroachments, intergovernmental agreements and permits. Ensure regulation and policy changes are given the opportunity for public response.

  • Plans and organizes section activities including budget and consultant services; verifies the accuracy of technical information provided by consultants to specifications contained in statute, regulations and federal requirements.

  • Conducts district site visits and public surveys to determine effectiveness of programs and to ensure fair and equal application statewide of adopted program mission and goals. Conducts field inspections when necessary.
