Job Summary:

Under general direction of the ITG Chief Information Officer; directs and manages the Department's budget and the implementation of the organization's budget strategies to meet Division and Agency initiatives. Plans and establishes the department budget and monitors progress of projects; communicates regularly with senior leadership to understand their needs and adapts to reflect those needs. Develops measurement plan and maintains metrics to track the effectiveness of activities in relation to the Division's budget goals. Collaborates with various units and divisions within the department to collect business data to complete timely analysis. Reallocates budget to meet future identified projects, resources and expenditures. Manages a team of accountants. Oversees the development of policies related to purchasing, administration and operations within the sections and ensuring those policies are adhered to.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Directs and manages the Department's budgeting activities and the implementation of the organization's budget strategies to meet Division and Agency initiatives. Coordinates budget submissions for agency-wide technology modernization projects, monitors project spend and completions. Oversees the review and approval of all IT requisitions via agency procurement system ensuring all are within budget.

Analyzes trends affecting budget needs and prepares weekly budget/actual expense reports for submission and review with respective managers. Prepares annual operating and project budgets for CFO, CIO, Deputy, and Senior Managers.

Collaborates with Senior Managers on forecasting current and future IT spending, ensuring that project milestones/goals are met and adhering to approved budgets. Oversee and coordinate the efforts of a team of technical experts by representing and quantifying financial impacts for technology solution options. Develops and submits annual and midyear funding requests to fund future projects.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Budget and fiscal policies and procedures; procurement rules and regulations; project management principles and practices sufficient to determine program direction, plan work and set goals, monitor and evaluate accomplishments.
• Statistical analysis and financial modeling, accounting principles and techniques, organizational methodologies and tools.
• Statistical analysis software.
• Google Workplace

Skill in:
• Communicating effectively and concisely, both verbally and in writing; group facilitation; presenting clearly articulated data, anticipating leadership questions; strategic thinking and planning; and leadership and communication
• Performing analysis and developing plans, budgets, and reports using computer software programs.

Selective Preference(s):

Bachelors in accounting, finance, economics, or closely related field
5 years experience in government

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
