Job Summary:

Under the general direction of Employee and Business Development Administrator, the Employee Learning and Development (L&D) Manager is responsible for managing and overseeing the Leadership & Professional Development, Workplace Learning & Technical Development, Technical Learning Delivery, and the AZ Local Technical Assistance Program (LTAP) programs, directing and coordinating these programs through subordinate managers, and ensuring alignment with the agency’s objectives. Responsible for development and delivery of employee learning programs that effectively support the needs of the agency. Build custom solutions, and leverage internal and external resources to deliver continuous learning and upskilling for all employees ranging from entry level employees to senior executives. Will work cross-functionally across the division and the agency to integrate these solutions into all elements of the employee lifecycle in supporting and securing the Learning and Development governance in the agency. Model ADOT values through leading, coaching and developing problem solvers to implement and sustain a continuous improvement culture. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Directs and coordinates the activities of the Leadership & Professional Development, Workplace Learning & Technical Development, Technical Learning Delivery, and the AZ Local Technical Assistance Program (LTAP) programs. Oversees the development, implementation, and evaluation of ADOT’s learning curriculum, ensuring alignment with learning objectives, standards, and best practices. Collaborate with internal/external stakeholders to develop and/or update employee development needs while leveraging user-friendly data driven and technology solutions to maximize the efficiency of all business processes of the programs.

Analyze the programs, develop strategies, assess risks, implement, monitor, build, maintain and constantly improve the end-to-end learning and development strategy for all levels of the organization. Manage the design, build and facilitation content (solutions, offerings, trainings) for a variety of audiences. Extend leadership development agency wide and integrate into offerings and existing processes. Collaborates with management by leveraging technology to improve and measure skill development of employees, support and secure the learning and development in the agency.

Manage and supervise the programs activities, curriculum and course design, delivery and evaluation; cost accounting and measurement of course efficiency and effectiveness. Management and oversight of the agency's Tuition Reimbursement program.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Foundational understanding of adult learning theory, training delivery methods, and the training and development lifecycle.
• Training strategies and methods including behavioral theories.
• Deep understanding of how adults learn, instructional design, and best practices in talent development
• Continuous improvement practices
• Local and State transportation laws, policies, procedures, regulations and funding requests for training activities•
• Program Management including budgeting concepts and preparation, allocations, projects and monitoring procedures.
• Business operations, financial management and public administration principles, practices and management methods.
• Agency and local governments transportation organizations and their functional units.

• Qualitative and quantitative data analysis and report writing

Selective Preference(s):

Ten or more years of experience in the Employee, Career, Organizational, Leadership or Professional Development field.
BA degree in education, human resources, training] and development, organizational development or related field preferred.
Experience in employee development, talent management, performance management, employee engagement and succession planning preferred.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
