The Operations Administrator position is responsible for providing long-range vision and leadership while managing the daily operations of the Operations Unit within the statewide population-based cancer registry and surveillance system. This includes strategic planning, implementation, and evaluation, to ensure that program outcomes align with state regulations and national standards. This position operates under the general direction of the Office of Health Registries Systems Chief and supervises a team of staff (including Health Program Managers, interns, and contract personnel). Reviews staff work products, trains, guides and directs work activities of program staff and formulates improvement plans. Consults with supervisor on budget needs, oversees the management of contracts and monitors expenditures. The Operations Administrator executes and supervises complex advanced technical work. Develops and oversees processes and best practices for reporting cancer incidence cases, while assessing the effectiveness of the Unit. This position ensures all mandated facilities comply with state statutes and regulations that govern program standards regarding timeliness and accuracy while maintaining partnerships. Provides technical assistance to staff and reporters and interprets regulations. Engages with federal partners, ensures compliance with federal grant operational measures, contributes to progress reports and assists in the development of grants and funding proposals. Serves as a subject matter expert on incoming data requirements and various software tools utilized for electronic reporting, facilitating onboarding of new facility reporting through electronic methods. The Operations Administrator collaborates closely with the registry epidemiologist(s), the QA Administrator and other staff in the Department to advise on cancer surveillance data. The position can serve as a member of statewide task forces and work groups, including the Arizona Melanoma Task Force and the state cancer coalition, on behalf of the agency. The Administrator engages in the review of cancer regulations. Provides technical assistance while maintaining collaborative partnerships with various stakeholders, including hospital systems, physicians, reporters, cancer registry software vendors, national entities, and federal and tribal partners. In the absence of the Office of Health Registries Systems Chief this position will have authority to make program-level decisions.

Job Duties:

Effective and efficient management of the Arizona Cancer Registry Operations Unit within the program. Including hiring and training of staff, supervision, writing performance evaluations, maximizing resources, collaborative planning, and creation of work plans addressing all deliverables for operational initiatives related to the processing of incoming cancer incidence case reports. Writes, evaluates, and monitors contracts and budgets pertinent to the Operations Unit.

Develops processes, procedures, best practices for the Operations Unit to comply with national standards and reporting regulations. Implements functional plans to process data received from all sources (hospitals, physicians, clinics, and pathology laboratories) to ensure effective workflow while maintaining agency standards for the management and security of data. Assists with 5-year reviews of the cancer reporting regulations to ensure meeting program needs and national requirements.

Leads the cancer registry in onboarding new reporters per regulation. Works with CDC and ADHS IT on version updates, trouble shoot and resolve issues with electronic reporting in regards to CDC National Program of Cancer Registries (NPCR) software applications such as Web Plus and eMaRC. Works with NPCR and ADHS informatics to onboard laboratories through Association of Public Health Laboratories (APHL) Informatics Messaging Services (AIMS) platform and other ADHS methods. Works with staff to develop onboarding materials.

Develops partnerships with hospitals, physicians, clinics, and pathology laboratories to assure conformance with regulations for complete statewide reporting. Develops procedures for reporting and monitoring compliance or deficiencies related to data submission timeframes and requirements. Works with the Quality Assurance Unit to identify training needs. Participates in the development of the internal QA dashboard regarding compliance and program monitoring.

Monitors the federal grant in relation to the objectives and performance measures of the Operations Unit, ensures all activities meet and exceed established standards. Develops, implements and evaluates policies, standards and guidelines for the Operations Unit and contributes to progress reports, writing of grants, and other funding proposals.

Serves as the subject matter expert for cancer registry applications such as Web Plus, eMaRC Plus, and eMaRC Lite to further enhance the electronic reporting capabilities of the registry. Assists with managing software updates and conversions for the registry database.

Participates in high-level cancer related meetings. As a member of the Melanoma Task Force provides updates on the status of physician reporting. Attends meetings of the Arizona Cancer Coalition and contributes toward cancer registry specific objectives in the latest cancer plan.

Interprets cancer registry rules, regulations, and policies for hospital cancer registrars, physicians, pathology laboratories and other reporting entities, and provides technical assistance and program guidance. Collaborates and maintains partnerships with various stakeholders, including hospital systems, physicians, other reporters, cancer registry software vendors, national entities, and federal and tribal partners.

-Comprehensive knowledge of cancer registration standards as outlined in the following references: American College of Surgeons Commission on Cancer data dictionary (e.g., STORE); Arizona Cancer Registry handbook; the International Classification of Diseases for Oncology; the SEER Program Manual (Surveillance Epidemiology and End Results Program); the SEER Summary Staging Manual; the American Joint Committee on Cancer Staging Manual; the Solid Tumor Rules related to the determination of primary tumor and histology; the SEER*Rx Interactive Antineoplastic Drug Database, and the Hematopoietic Database.
-Human anatomy and physiology related to the diagnosis and treatment of cancer.
-Medical terminology related to the diagnosis, pathology, staging, and treatment
of cancer.
-General knowledge of procedures in areas such as contracting, budgeting, and personnel.

Selective Preference(s):

Bachelor of Public Health or Health Information Technology or related field, work experience in a cancer registry or health program and 3 years experience managing complex programs. Master's degree in Public Health may substitute for 1 year experience.
Pref. given to candidates w/coursework in program planning and evaluation. Increasing responsibility in public health programs.
