Job Summary:

Position manages local non-infrastructure transportation projects that are delivered through the ADOT Procurement Section, overseeing all aspects of analyses, plans, estimates, specifications, and facilitates the project review with the various technical areas and project stakeholders. Arranges, conducts, and represents the project team in various meetings including Public Information Meetings and Public Hearings. Monitors the project scope and schedule concurrently with the project budget; approves invoices for payment. The position leads as a Program Coordinator for local government transportation projects under various programs Highway User Revenue Fund (HURF) Exchange Program, Transportation Alternatives (TA) Program, Off-System Bridge (OSB) Program, and non-infrastructure projects under the Safe Routes to School (SRTS) Support Program. May drive a vehicle in the course and scope of State business.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Develops and maintains relationships with Agency stakeholders. Provides technical and administrative support of engineering program and project needs including project programming and development, federal process guidance and implementation, including participation in various project meetings from planning and programming, development, construction, and closeout.

Program Coordinator for various transportation programs such as; HURF Exchange, TA, OSB, and non-infrastructure projects under the SRTS Support.

Lead a multidisciplinary team in the analysis, preparation of plans, estimates, specifications, and reports complying with Department standards policies, and procedures. Communicate with ADOT groups/sections and outside agencies to inform, facilitate and expedite the development of projects. Includes communicating policies, procedures, and guidelines on material changes, enhancements, and the implications of scope changes at various stages of projects.

Project coordination of Programs under the Local Public Tangency Section; oversees and monitors project progression, processes, and coordinates project delivery milestones, including Project Establishment, Intergovernmental Agreement contracts, Clearances (Right of Way, Environmental, and/or Utility), funding authorizations, changes to scope, schedule and budget Consultant Selection, Stage Submittals, invoicing and payments, participation in SRTS Walk & Bike events, Project Final Walk-Throughs, Final Acceptance, Project Closeouts.

Selective Preference(s):

Experience with management of a federal program, project development process; State and Local, and Procurement.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
