This position oversees and manages the Property & Evidence and Operational Communications (OpComm) programs. This position will also oversee the asset management and ECD Racketeer Influenced and Corrupt Organizations Act (ARRF/RICO) programs. This includes overseeing all program operations, maintaining operational procedures and monitoring projects for all assigned programs. Responsible for maintaining compliance with the Arizona Criminal Justice Information System (ACJIS) policies and procedures, and all other applicable laws, statutes, rules and regulations related to the various programs.
Overnight travel and a full background check is required.
Oversee all program operations; maintain all standard operating procedures, forms, databases and technology systems for programs. Coordinate and monitor programs and projects to establish goals and objectives, track effectiveness, and ensure compliance.
Develops long range plans for technological improvement to the telecommunications system and radio equipment. Developing and enforcing policies for the intake, storage, tracking, and release/disposal of property and evidence, ensuring compliance with federal, state, and local laws, maintaining the integrity of evidence for legal proceedings.
Evaluates and monitors property room operations; ensures self-audits of the property room and facility/equipment are in compliance with all applicable laws, rules of criminal procedure, and department protocols. Monitors safety and security of the property room and staff; recommends improvements to operations.
Knowledge of:
• Standard and Federal Communications
• Commission radio and telephone transmission procedures
• Communications equipment including but not limited to the Arizona Criminal Justice Information System (ACJIS) terminal and closed circuit surveillance security systems
• Management and supervision principles and techniques
• Federal regulations and state statutes regarding using ACJIS information
• Terminal Operator Certification (TOC) program management
• Methods for training and giving instructions for individuals and groups
• Laws, court procedures, government regulations, agency and rules, policies and procedures
• Basic principles of proper evidence storage, preservation and disposal
• Working knowledge of the highway system
• Current laws and rules regarding police property and evidence, including chain-of-custody.
Skills in:

• Experience in law enforcement property control or evidence control
• Operating a two-way radio and other telecommunications equipment.

• Establish and maintain effective working relationships with those contacted in the course of assignment including law enforcement agencies and prosecutors.
Three years experience in a law enforcement agency in the receipt, storage and release of impound property or evidence, or 6 years of increasingly responsible experience in criminal justice.
Must have a valid driver license at the time of hire.
Certification as a Certified Property and Evidence Specialist by the International Association of Property and Evidence (IAPE) within six months of hire is required.
Arizona Criminal Justice Information System (ACJIS) certification is required and authorized through the Arizona Department of Public Safety.
This position requires 2 years of supervisory experience.
As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
