The Department of Economic Security Division of Developmental Disabilities is seeking an experienced and highly motivated individual to join our team as a Program Monitor.
The Program Monitor is responsible for compliance inspections of licensed/certified programs serving individuals with developmental disabilities, through statewide on-site visits; also assesses compliance with appropriate statutes, rules, regulations and standards of health and safety. Extensive In-state travel is required, including out of town overnight stays away from the primary office.

•Evaluates programs by conducting statewide on-site visits for compliance with appropriate statutes, rules, regulations, and standards of health and safety.
•Writes reports detailing results of monitoring visits with a request for remediation/corrective action plan to be submitted by the agency for violations.
•Plans for evaluation of Contracted Sites by reviewing past reports/records, incident reports, complaints, etc.
•Conducts follow-up visits to programs to ensure implementation of remediation/corrective action plans.
•Provides technical assistance and training to provider agencies.
•Conducts additional onsite reviews to determine a programs readiness to serve members.
•Travels extensively statewide to remote and local locations to complete reviews.
•Developmental Disabilities rules, regulations, programmatic requirements, and standards.
•Contract expectations for Division services.
•Personnel practices and staff training.
•Behavior modification techniques.
•Individual Support Plans (ISP).
•Person Centered Service Plans (PCSP), Individual Support Plans (ISP) or Individual Education Plans (IEP).
•Oral and written communication and documentation.
•Public speaking and negotiation.
•Analysis of large amounts of data.
•Utilize databases and common computer programs at a proficient level.
•Interpret and apply federal and state laws, rules and regulations and contracts.
•Establish positive and professional relationships with Qualified Vendors, Division staff and co-workers.
•Analyze, interpret, evaluate and problem solve.
•Will possess up to two (2) years of experience providing knowledge and understanding of programmatic standards and contract monitoring of contracted settings or other services.
•Experience can be achieved by running or supervising community residential, day, or employment settings. Experience working direct care with or knowledge of vulnerable populations. Experience completing audits or monitoring for compliance.
• Experience working with Person-Centered Service Plans (PCSP), Individual Support Plans (ISP) or Individual Education Plans (IEP) or previous experience with quality assurance or process improvement processes, is highly desirable.
•Extensive In-state travel is required, including out of town overnight stays away from primary office. This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2- 10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
•Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.
•Candidates for this position shall be subject to a search of the Child Protective Services Central Registry pursuant to A.R.S. 8-804.
