Job Summary:

The Arizona Department of Juvenile Corrections (ADJC) is seeking a Program Project Specialist 2 who will be responsible for the comprehensive management of daily office operations for the Arizona Interstate Compact for Juveniles (ICJ) Office, ensuring compliance with state and national standards, as well as efficient coordination with multiple stakeholders. Under the direction of the Community Corrections Bureau Administrator and Deputy Parole Administrator, will be responsible for developing and modifying procedures and forms; relay directives on behalf of the administrators to ensure follow up on strategic objectives; compose correspondence; prepare a variety of operations reports; monitor and access agency provider service contractors; monitor and track youth placement and referral for agency billing; working with alternative databases to process invoices for community services rendered.

Job Duties:

Database and Case Management: serve as the designated Arizona ICJ Unity Coordinator, maintaining full responsibility for entering, updating, and managing all Arizona ICJ cases in the Unity database. Enter and maintain youth information, case details and related documentation in ADJC databases, including Youth information and Form-base systems. Ensure accuracy, timelines and completeness of all data entered, following ICJ policies and procedures. Regularly audit case files and database entries for compliance and resolve any discrepancies.
Stakeholder Communication and Coordination: Serves as a primary point of contact for ICJ matters, engaging with stakeholders in all 50 states, including state ICJ offices, county probation departments and other justice agencies. Interpret and apply ICJ rules, policies, and procedures to determine appropriate reporting requirements and actions for each case. Maintain open and consistent communication with the Probation Officers, Probation Supervisors, Parole Officers and Parole Supervisors across Arizona to coordinate case management and reporting. Provide technical guidance and support to stakeholders regarding ICJ rules, Unity database functions and ADJC reporting requirements.

Reporting and Documentation: Prepare, compile and distribute monthly ICJ activity reports to all Arizona counties, the ADJC CIB Bureau and the ICJ Deputy Compact Administrator. Generate specialized reports for probation officers, parole officers, and supervisory staff as needed. Maintain organized records of all ICJ transactions, communications and case activity. Complete and manage complex special projects as assigned by Community Corrections Bureau Administrator, Deputy Parole Administrator and/or Community Services Administrator, to include managing Community Corrections fleet, managing out-of-home placement records, substance abuse monitoring records and reports.

Administrative and Financial Responsibilities: Manage all aspects of ICJ related travel, including scheduling arrangements, processing travel authorizations, and maintaining detailed expenditure records. Process and track Community Corrections purchase orders using the AZ Procurement Portal (APP), ensuring proper documentation and adherence to procurement policies, performing a range of organizational functions to include maintaining accurate electronic and hard-copy files and records. Prepare/update organization charts, manage all APP purchase orders for out-of-home providers, counseling services and substance abuse monitoring, monitoring office supply inventory and initiate procurement of such items. Oversee Aver-health drug testing billing and payment processes, verifying accuracy of invoices and resolving billing discrepancies. Order, track and distribute office and program supplies, maintaining inventory and ensuring timely restocking to support operational needs.

Customer Service and Support: Field incoming phone calls, emails and inquiries from youth, families, probation/parole staff, and other stakeholders, providing accurate and timely information. Address concerns, answer procedural questions, and provide referrals to appropriate resources when necessary. Coordinates and maintains calendar(s), schedules meetings and appointments as appropriate for the Community Corrections Bureau Administrator, Deputy Parole Administrator and Community Services Administrator.

Compliance and Quality Assurance: Ensure that all ICJ-related processes and documentation meet established legal, policy, and procedural requirements. Identify opportunities to streamline workflows, improve reporting accuracy, and enhance operational efficiency. Participate in ongoing professional development to stay current with ICJ rules, ADJC policies and database system updates.

Selective Preference(s):

Minimum of two (2) years of management and/or administrative support experience. Must successfully complete the Interstate Compact for Juveniles (ICJ) training for continued employment within established time frames and maintain ongoing compliance with ICJ policies and procedures. Must obtain certification as an authorized user for AZ Procurement Portal (APP) and maintain active status to process purchase orders and related transactions.

Bilingual in English and Spanish (oral and written) is preferred.

Pre-Employment Requirements:

If this position requires driving or the use of a vehicle as an essential function on the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license records checks. The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.010).
