The Utilities Division recommends thoroughly researched, sound regulatory policy and rate recommendations to the Commissioners, based on a balanced analysis of the benefits and impacts on all stakeholders and consistent with the public interest.
You will be responsible for compliance with and the enforcement of the Arizona Revised Statutes, federal regulations, Arizona Administrative Code of Rules, and Commission decisions as they apply to regulated Telecommunications, Electric, Gas, Water and Sewer utilities; responsible for the review of all compliance documents and compliance actions; oversight of Compliance negotiations with regulated utilities; responsible for reporting enforcement/compliance to the Co-Directors and Commissioners; responsible for developing and maintaining compliance database; responsible for developing compliance strategies; responsible for Annual Report filing compliance and review; responsible for the management of the Compliance database; oversight of utility compliance filings; preparation of reports to the Manager of Compliance, the Co-Directors and Commissioners on pending compliance; prepare Order to Show Cause when compliance is not met; prepare Open Meeting Memorandums and Proposed Orders; and maintain accurate and complete database. In addition, this position is responsible for the technical reviews of tariff and other compliance filings as appropriate.
- Extensive knowledge and understanding of the technical aspects of: (1) compliance filings, (2) pending matters before the ACC relating to Utilities, (3) Open Meeting law and procedures, and (4) administrative requirements for the preparation and filing of Open Meeting and compliance documents.
- Familiarity with Commission Rules, practices and procedures, including the jurisdiction and regulatory authority of ACC Statutes, Rules and Regulations, and Division policies and procedures.
- Skills in Microsoft Office including Word, Excel, PowerPoint, Outlook and databases.
- Skills in research techniques related to complex assignments.
