Job Summary:

The Arizona Advisory Council on Indian Health Care is looking for highly motivated individual to join our team as a Program Specialist. Reporting to the Grants Manager (GM), the Program Specialist is a grant funded position that assists the Grants Manager in implementing the Centers for Disease Control and Prevention (CDC) Community Health Workers for COVID response and Resilient Communities (CCR) grant. The Program Specialist will assist with project implementation and assist to accomplish grant goals and deliverables.

The program specialist will work closely with subcontracted Tribal Community Health Representatives (CHR) programs and partners to better address the social determinants of COVID-19, build community resilience, and advance health equity by building capacity of the tribal CHRs and the health systems they work with and within, to include the Indian Health Service and Tribal Health Systems. This position is a telecommute and virtual office setting based on the unit's needs and will require statewide travel.

• Assist with implementation of funding by the program. Provide technical assistance to grant partners by assisting with budgeting, contractor expenditure reports, and grant deliverables. Additionally this includes assisting with site visits, training programs, meetings, and conferences.

• Provide direct assistance to the Grants Manager and develop, manage, and implement operational frameworks and infrastructure.

• Assists of implementation of funding by the program. This includes assisting with retreats, training programs, meetings, and conferences.

• Coordinates the monitoring and evaluation of programs and projects that are funded by the grant. Develops and maintains master files on grants and paperwork connected to programs funded by grants.

• Maintains knowledge of grant funding policies, regulations, and procedures; disseminates and/or presents changes to departments and advises on the implementation of changes, and on the impact of changes on funded operations.

• Establish meeting schedules and ensure consistent reliable communication with the tribes. Participate in seminars, meetings, trainings, and workshops.

Knowledge, Skills & Abilities (KSAs):

• Understanding of pandemics, basic virology and best practices for combating pandemics successfully
• Understanding of healthcare disparities and social determinants of health
• Knowledge of policies, procedures and programs of tribal health care delivery systems, public health systems and emergency response systems and how they interact with state and federal systems

• Skill in use of online virtual meeting platforms
• Strong writing and editing skills
• Effective verbal, written and interpersonal communication applicable to the coordination of diverse stakeholder groups
• Experience creating/writing informational/ training materials and creating educational packets based on existing materials
• Previous experience creating a website layout
• Computer Skills, including experience with Google Suite and Microsoft Products
• Strong research skills

• Work independently as a team member

Selective Preference(s):

2 years of experience working with Tribes, Urban Indian Health Programs, or IHS. Bachelors degree in public health, health education, health care administration, epidemiology, biology, or other related degree.

Pre-Employment Requirements:

• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel is required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
