Job Summary:

The Property Appraiser 2 within Central Information Services manages quality control for property sales data. This role collaborates with County Assessor offices to resolve discrepancies in the validation of sales for the Department of Revenue. Key duties include delivering customer service to taxpayers, county assessor staff, and stakeholders, performing accurate data entry, and assisting in the development of CIS project reports. Additionally, the position supports the GIS team through annexation processing and managing Tax Area Code modifications.


This position may be available for remote work within Arizona (# days per week in the office/hoteling)

Job Duties:


Essential Duties and Responsibilities include but are not limited to:

  • Conducts thorough reviews and analytical research of individual Affidavits of Property Value.
  • Executes quality control procedures for monthly property sales electronic data sets provided by County Assessor offices.
  • Collaborates with County Assessor personnel to address and resolve any data discrepancies identified during sales validation for the Department of Revenue.
  • Maintains accuracy while performing data entry for property sales transactions.
  • Delivers customer service to taxpayers including providing information regarding exemption codes required for Affidavits of Property Value and ownership transfer documentation.
  • Assists in the creation and maintenance of multiple reports including those associated with the following CIS projects: the Abstract of the Assessment Roll, Additional State Aid to Education, and Sales Ratio/Equalization.
  • Assists with Annexation processing and Tax Area Code changes as needed.
  • Remains current on all laws, regulations, policies, and best practices through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; membership industry associations and attendance at meetings/events; and/or participation in training and other continuing education opportunities.
  • Completes all required training in a timely manner.
  • Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.

Knowledge

  • Knowledge of real estate research techniques including internet research and sources of information for real estate transactions.
  • Knowledge of real estate appraisal theory, practice and procedures; including ad valorem appraisal principles and practice.
  • Knowledge of appraisal and assessment terminology.
  • Knowledge of math principles.
  • Knowledge of data processing principles and data entry methods.
  • General knowledge of Federal and State laws, statutes, rules, regulations, policies, and procedures.

  • Skill in utilizing Artificial Intelligence Systems

  • Strong customer service skills to service taxpayers in a courteous and professional manner.

  • Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook, Word and Excel; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive.

Selective Preference(s):

Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a High School Diploma (HSD) or General Education Degree (GED), coursework, training, and work experience relevant to the assignment. Property Appraiser 1 Certification within three years after hire date. Possession of a valid Arizona Driver's License

Experience with LEAN management process improvement methodologies Current Level 2 Arizona Department of Revenue Appraiser certification Experience with SPSS software Experience with computer assisted mass appraisal (CAMA) systems
