Job Summary:

The Property Appraiser 3, in Central Information Services serves as a valuation expert in the appraisal of all locally assessed property for ad valorem property taxation purposes.

The following are the duties of this position:

•Assist with analysis and development of time trends and sale ratio reports for equalization of property values.
•Assist with analysis and research of sales and property values.
•Correspond with county personnel related to the development of time trends, sales ratio compliance, and receiving data timely in accordance with the equalization calendar.
•Assist with publishing the Statewide Abstract of the Assessment Roll, Fireman's Pension Fund Report, Sales Ratio Book and verification of Additional •Assist with assessment and sales file uploads and quality control.
•Assist with affidavit and exemption inquiries and analyzing sales data for validation and coding.


This position may be available for remote work within Arizona (# days per week in the office/hoteling).

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Conduct sales ratio analysis for equalization of property values.
  • Assist with the analysis and development of time trends used in sale ratio analysis.
  • Compile and analyze data, taking into consideration all relevant factors according to appraisal industry standards.
  • Correspond with county personnel regarding property tax issues and development of time trends, sales ratio compliance and receiving data timely in accordance with the equalization calendar.

  • Remain current on all laws, regulations, policies, and best practices related to property taxation.
  • Regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
  • Attend staff meetings and huddles of work unit or district; and cascade and track information as indicated.
  • Complete all required training in a timely manner.
  • Participate in assigned work teams as appropriate.
  • Complete periodic metrics, projects, huddle boards and reports as requested.
  • Prepare for and actively participate in 1:1 coaching with supervisor.
  • Maximize work processes and deliverables through lean principles within the Arizona Management System (AMS).
  • Provide recommendations for process improvements, and engage in continuous improvement efforts as assigned.
  • Provide assistance in the preparation of the Abstract of Assessment Roll, Fireman's Pension Fund Report, Sales Ratio Book, and the verification of State Aid to Education calculations.
Knowledge, Skills & Abilities (KSAs):

Knowledge

  • Knowledge of accepted ad valorem appraisal principles techniques and practices
  • Knowledge of federal laws, the Arizona Constitution, Arizona Revised Statutes, Administrative rules and tax court cases pertaining to property tax
  • Knowledge of accounting principles, financial theory, and standard appraisal methods of property valuation

  • Strong mathematical skills.
  • Effective organization and time management skills with the ability to make progress on multiple duties and tasks simultaneously and work in high-pressure situations
  • Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Access, Word and Excel, PowerPoint; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive.

Ability

  • Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety
  • Ability to analyze sales and property data.
  • Ability to create, measure, monitor, and analyze metrics for standard processes.
  • Ability to work both independently and collaboratively as part of a team
  • Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner
  • Ability to learn and apply lean principles and practices
  • Ability to understand and solve problems by applying intermediate analytical skills to include collecting all the relevant information and data needed to address the problem; organizing, classifying and synthesizing the data into fundamental issues; from the information, identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and, identifying the options and solutions for addressing the problems analyzed.

Selective Preference(s):

Successful completion of the ADOR Level 2 appraiser certification program within three years after hire dale. Possession of a valid Arizona Driver's License

Experience with LEAN management process improvement methodologies
Current Level 2 Arizona Department of Revenue Appraiser certification
Experience with SPSS software
Experience with computer assisted mass appraisal (CAMA) systems
