The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Quality Assurance Manager. This position is responsible for the design and oversight of the District's quality management program, which includes compliance with all statutes, rules, regulations, contracts, and policies. The Quality Assurance Manager administers the Division's processes for identifying areas of improvement and for developing/implementing processes, procedures and activities for remediation of vendor deficiencies.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing, Certification and Regulation, cannot have a principal interest in or have a spouse or close family member with a principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties:

Essential Duties and Responsibilities include but not limited to:

  • Provides leadership, mentoring, coaching, counseling, direct and indirect supervision of staff & team members. This includes mentoring DOD staff in licensed settings. Completes AZ360 Performance Appraisals, authorizes leave, and approves time cards for staff. Ensures applicable training is taken and completed by staff. Facilitates unit meetings & impromptu meetings, furthering employee growth.
  • Oversees and is actively involved in a supervisory capacity specific to the oversight of qualified vendors relative to monitoring and contractual compliance according to rule and policy. This includes driving to licensed settings and completing face-to-face interviews with members and Qualified Vendor staff, completing chart audits, and providing technical assistance as needed.
  • As lead liaison, coordinates functions between the district QA unit and Central Office Quality Management unit, Contracts, OLCR, and OCR in order to make decisions and recommendations to vendors and contracts in the best interest of member quality of care. Works closely with Business Operations, Human Resources, Network, Monitoring Unit and Support Coordination DPM on day-to-day operational activities.
  • Works collaboratively with the District to ensure member support is identified. Ensures the health, safety and welfare of members is prioritized by implementing systems required by contract.
  • Drives to and from licensed settings to complete on-site Vendor reviews and provide direct coaching/mentoring of staff related to remediation follow-up activities, technical assistance, and other duties that require an on-site presence at a Vendor site. This includes Environmental Wellness Checks that are face-to-face with members, on-site remediation visits, and initial credentialing visits.
  • Participates as a member of the District Management Team and various statewide groups and committees.
  • Coordinates with DES Adult Protective Services and Office of Special Investigations, Department of Child Safety, local law enforcement, etc. on investigations.
Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Understanding of quality assurance principles in the human services field.
  • Home and community-based services are provided to people with developmental disabilities.
  • Qualified vendor requirements, federal and state laws.
  • Licensing requirements and mandated timelines.

Skills in:

  • Supervision, leadership and staff development.
  • Oral and written communication.
  • Teamwork with internal and external stakeholders.
  • Critical thinking and constructive problem solving.
  • Using computer software programs (Microsoft Word, Excel, Access).

Ability to:

  • Comprehend, interpret and apply policies, procedures, contracts, etc.
  • Write comprehensive and concise documents such as reports, general correspondence, etc.
Selective Preference(s):

The ideal candidate for this position will have:

  • Prefer Bachelor's or Master's degree in human services (e.g., psychology, education, social work, special education or a closely related field) and 3 years of programmatic work experience serving people with developmental disabilities or a similar field of work.
  • Experience with quality assurance principles in the human services field is preferred.
  • One or more years of supervisory experience is highly desirable.
Pre-Employment Requirements:
  • Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1968 in order to work with children and vulnerable adults.
  • Candidates for this position shall be subject to a search of both the Department of Child Safety Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
