The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Quality Management Nursing Administrator. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community. This position is responsible for:

Job Duties:

• Provides direct oversight of the incident triage process and the quality-of-care (QOC) concerns investigative process including timeliness, assignment of cases to staff and adherence to confidentiality and the protections of the QM investigative process, corrective action requirements and follow up
• Makes clinical determinations for the purpose of issuing health and safety visits to ensure member health and safety; participates in on site health and safety visits as needed; collaborates with the QM Medical Director and CMO regarding QOCs and resulting actions as well as collaborates with other operational areas within DDD to address health and safety concerns
• Conducts audits of member health and safety checks, triage process and QOC cases to evaluate staff compliance with timeliness, standard work and policies
• Tracks metrics/productivity, identifies trends and develops process improvements actions; conducts data analysis tracking and trending of QOCs to identify trends and areas for additional training and improvements within the provider network; prepares associated reports of findings and improvement activities
• Participates in Quality Management meetings and committees as well as other committees as required; presents reports of findings and improvement activities and engages in quality improvement discussions and strategies
• Provides supervision, mentors, and coaches staff to ensure compliance w/regulations and policies of DDD and departmental processes and guidelines to facilitate process improvements and other reports; facilitates regular 1:1s, team huddles, and other communication modalities with QM team; completes performance appraisals, authorize leave, and approves timecards
• Oversees and participates in audits of the Division's subcontracted Health Plans for compliance with QOC and SRE policies and practices, issues appropriate audit findings and monitors corrective actions

Knowledge, Skills & Abilities (KSAs):

• Knowledge of contract, CMS Managed Care Regulations 42 CFR § 438.340, policy compliance monitoring practices, other federal and state laws, DDD Policy and Procedures, and auditing methodologies
• Knowledge of clinical care principles
• Knowledge of the array of services and service sites within the DOD network including LTSS services and supports and the service delivery system
• Knowledge of quality management principles; auditing methodologies and contract and policy compliance monitoring practices
• Knowledge of applicable laws, rules, policies, procedures, Arizona Health Care Cost Containment System; Centers for Medicare and Medicaid and Department of Health Services
• Knowledge of process improvement principles and practices
• Knowledge of investigative processes and confidentiality necessary to ensure the fidelity of the QOC process
• Knowledge of patient safety
• Knowledge of behavioral health care issues and standards of care
• Knowledge of principles of Lean Management and leadership techniques
• Skills in analyzing problems and developing effective plans for corrective action and process improvement
• Skills in assessing, reviewing, analyzing, and responding to complex situation; problem solving
• Skills manipulating, analyzing, utilizing, and interpreting data
• Skills in utilizing spreadsheet and database applications

Pre-Employment Requirements:

• Required at time of appointment: Possession of a current license to practice as a Registered Nurse in the State of Arizona
• Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults
• Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459
• In-state travel is required. This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions
