The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Records Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
Essential Duties and Responsibilities include but are not limited to:
• Monitors, tracks coordinates and responds to all DES/DDD public records requests. Research, identify, and analyze documents for compliance of FERPA and HIPPA requirements. Review documents to determine what is to be released. Collaborate with DDD staff to gather needed records. Analyze, categorize, and redact confidential information prior to release.
• Monitors, tracks, coordinates with the Attorney General’s Office the processing of all subpoenas, court orders, and guardianship documents. Assist and consult with the Attorney General’s Office concerning legal matters and documents. Process ServiceNow tickets for OnBase to determine permissions and access to electronic records .
• Provides leadership, mentoring, coaching and direct supervision of staff. Completes Performance Appraisals, authorizes leave, and approves ETE Time Cards for staff. Monitors, tracks and coordinates all litigations held by the Attorney General’s Office. Prepare and maintain Division records through-out the legal process. Provides guidance on maintaining and archiving permanent records and records on a disposition schedule.
• Provides management reports and resolves issues related to members of the public and attorneys from inside and outside of the agency. Process and maintaining of ACP and SUD requests.
• Compose individualized correspondence and decide proper legal citations to support release or denial of requests. Prepare packets of requested records and documents for mailing. Represent DDD by communicating verbally and in writing with various outside entities, such as law firms, research organizations, and the public.
• Provide subject matter guidance and technical support to the Division’s provider agencies placed on litigation hold, and the employees’ responsibilities in this status. Coordinate with the Department’s Office of Inspector General to place employees on or remove them from litigation hold.
Knowledge in:
• Division programs and activities; DES, AHCCCS, Department of Administration, DHS and other state government agencies’ and state service policies, procedures and operations.
• Federal, state and county law and judicial systems; Federal and state statues, rules and regulations, insurance programs (health insurance, provider insurance, etc.).
• Supervisory practices and procedures; Information systems and reports.
• Acute health care policies and procedures to include Medicaid fraud waste and abuse, ethics, service delivery and contract compliance as outlined in the Balanced Budget Act of 1997.
• Federal and State statues and administrative rules for providing Department record requests; applicability of Federal regulations and rules concerning FERPA and HIPAA.
• State Statues as it pertains to the Address Confidentiality Program; Federal Privacy Act of 1947.
Skills in:
• Written and oral communication; Analyzing varying amounts and types of information and data; Managing numerous requests simultaneously; and using multiple computer applications efficiently and accurately.
• Operational analysis of programs and activities.
• Application of state and federal laws and programmatic policies/procedures.
Ability to:
• Work independently and within diverse work teams; Process information and data involving record requests from the public, law firms, law enforcement and state agencies.
• Write accurately and concisely documents that relate to the record requests, confidentiality, FERPA and HIPAA; Analyze data and calculate accurate decisions; Establish and maintain effective successful working relationships.
• Relate well with employees both internal and external to the agency.
• Work as a team member and contribute to problem solving, idea sharing and process improvement; Prioritize work.
• Handle highly confidential documents and information; meet legally imposed deadlines; maintain cooperative and professional relationships with staff; analyze and evaluate substantial amounts of information and make determinations as to responsive versus unresponsive documents, or portions of documents.
• Successfully manage multiple tasks, conflicting priorities and deadlines; Lead and supervise.
The ideal candidate for this position will have:
• Consultative or administrative experience in Human Services programs (OR) In direct support of such programs which developed knowledge of the programs and insight into their functions.
• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
