The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Recruiter - Outreach Specialist. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
● Senior Subject Matter Expert (SME) for all recruitments for the division, including expert knowledge of healthcare recruitment strategies. Exercises independent judgment in the coordination and administration of all aspects of recruitment to ensure compliance with DES policies and federal and state regulations. Establishes complex recruiting requirements by studying organizational plans, classifications, and collaborates with hiring managers to execute staffing plans and activities to hire qualified individuals.
● Completes full cycle recruitments, to include reviewing resumes, scheduling interviews, collaborating with Hiring Managers on interview questions and access Personas. This would also include fully processing a candidate through conducting salary analysis and completing background and reference checks.
● Drives to various locations and sourcing sites to conduct weekly presentations (virtual and in-person) to develop awareness and strengthen community partnerships with community colleges, trade schools, universities, relevant social organizations, and community businesses.
● Conducts in-depth analysis of the job market to build talent pipelines through deepening community and academic institution relationships by participating in job fairs, & developing promotional material & social media tools. Identifies proactive sourcing strategies through utilization of Internet job boards, networking, resume mining, social networking, cold calling, niche job boards & healthcare specialty boards to attract candidates.
● Drives to various locations and sourcing sites to conduct DDD specific Hiring Events - to include sourcing, site set-up, scheduling, application assistance, and tracking metrics. Develops and updates sourcing and awareness presentations. Handles external postings for critical positions this includes collaborating with Business Operations for approvals.
● Design tools to track candidates and metrics to track the effectiveness of the sourcing program. Collaborate with analysts to drive candidates to appropriate job postings based on their skills and interests.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
● ADOA and DES rules, policies, and procedures related to work assignment.
● Advanced knowledge of the principles, practices and techniques of recruitment and sourcing.
● Job analysis and evaluation. Research and job interviewing methods and reporting techniques associated with
job analysis.
● ADOA salary structure. ADOA classification/compensation guidelines.
● Research and job interviewing methods and reporting techniques associated with job analysis.
● Computer programs, such as Google Mail, Google Docs, Google Forms, Internet Explorer, etc.
● Various employment laws and practices.
● Operational/programmatic structures.

Skills In:
● Prioritizing among conflicting needs and organizational skills with emphasis on follow through.
● Strong analytical and strategic skills. Strong decision making.
● Establishing and maintaining effective interpersonal relationships. Excellent written and oral communications.
● Utilizing and/or creating databases to enter and retrieve information.

● Act in partnership and support of colleagues across the company with a focus on supporting the overall HR organization strategy. Act as a company representative as appointed in community events.

● Maintain confidentiality. Perform complex research, collection, analyzing data and report information.

Selective Preference(s):

The ideal candidate for this position will have:
● Bachelor's Degree in Human Resources or closely related field and two (2) years experience as an Intermediate Human Resources Analyst OR five (5) years of equivalent experience at a human resources intermediate level.

Pre-Employment Requirements:

● If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
● Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
