Job Summary:

The selected Candidate reports directly to the Shared Services CHRO and acts as a full cycle recruiter focused on high touch candidate relationship management. The Recruiter is driven to provide exceptional customer service and responsiveness in client-facing activity. The position requires connecting with people quickly in an outgoing and friendly manner using persuasive communication to gain the interest and involvement of others. The candidate has an extreme sense of urgency combined with getting work done quickly and efficiently. A faster than average work pace is necessary combined with impatience for results. The Recruiter is a strong team leader that projects enthusiasm and promotes team participation.

Job Duties:
  • Implementing initiatives and marketing campaigns to elevate the employer brand and position State Government as an employer of choice in Arizona 
  • Maintaining process data for internal reporting in a continuous improvement environment 
  • Driving a Business Partner relationship between recruitment and hiring authorities 
  • Ensuring the recruitment process is efficient and effectively meets customer needs 
  • Applying continuous improvement principles to the recruitment function 
  • Developing successful candidate sourcing strategies 
  • Participates in other professional level human resources work in one or more functional areas of Human Resources (i.e., classification/compensation, training, performance management, operations/onboarding, and/or benefits administration). 
  • Active participation in State Job Board and Recruiting Systems training opportunities and professional development
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Methodologies to develop and implement strategic strategies including trends and best practice guidelines for recruitment and selections, and diverse sourcing methods (job boards, social media, etc.) 
  • Federal and State employment laws, and State personnel rules and policies as they relate to the agency’s staffing and recruitment functions 
  • Effective partnering strategies to better understand business goals/objectives 
  • Personnel management principles and practices 
  • Effective marketing strategies and techniques

Skilled in:

  • Utilizing technology to facilitate recruitment (applicant tracking systems, job boards, social networks, recruiting websites, etc.) and visual tracking tools 
  • Effective and persuasive communication, orally, visually, and in writing using a variety of media (social and electronic) 
  • Negotiations with senior leaders and managers, prospective candidates, hiring teams, and other stakeholders 
  • Cultivating and managing strategic initiatives

Ability to: 

  • Accurately match qualified candidate for recruitment understand specific time constraints in alignment with agencies’ vision and values 
  • Deal confidently and effectively with senior leaders and managers to drive strategic recruitment effort 
  • Handle high volume and hard-to-fill recruitments 
  • Work independently and in a team setting 
  • Travel statewide and nationally as needed 
  • Work evenings and weekends
Selective Preference(s):
  • Bachelor’s degree in Human Resources Management, Business or a related field from an accredited college or university 
  • Knowledge of State personnel rules and/or knowledge acquired through HR certification (i.e. PHR, SPHR) 
  • 5 years of progressively responsible staffing and recruitment experience 
  • Ability to troubleshoot and solve system errors 
  • Experience with Analytics and dashboards 
  • Proficiency with PageUp
Pre-Employment Requirements:
  • Background and reference check, including a state and federal criminal records check 
  • Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment.
  • Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driving training (see Arizona Administrative Code R2-10-207.12).
