The Department of Economic Security, Division of Technology Services (DTS), is seeking an experienced and highly motivated professional to join our team as a Release Management Engineer. This position will serve as the Information Technology Service Management (ITSM) Engineer. It will be responsible for managing the full life cycle of major enhancements, as well as the creation of new solutions to support the ITSM team’s process improvement, user experience enhancement, and automation efforts. The position will work with internal DES customers to identify opportunities for process improvement that will include designing and implementing relevant solutions that meet requirements supporting those business needs.

This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meetings of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Provides subject matter expertise on the day-to-day operation of the ITSM team's solutions.
• Provides strategic support to the ITSM Solutions Architect, including managing, planning, implementing, coordinating, and evaluating business processes to design and implement relevant solutions that meet established business needs.
• Maintains the ITSM Solutions Architecture team's formal documentation to include Development Standards, Processes, Procedures, Standard Work, Design documents and training material. Maintains the team's internal site presence and service catalog.
• Creates, maintains, and routinely reviews dashboards, reports, and their associated metric definitions to support ITSM solutions as required.
• Works cross-functionally to solve problems and implement changes and resolve conflicts within and between projects or functional areas.
• Analyzes and solves problems across IT and business services. Develops and ensures implementation of process improvement action plans for strategic initiatives.
• Provides overall project monitoring to ensure strategic initiatives are met.
• Ensures on a department-wide basis that DES and DTS policies, directives, procedures, and are followed and in compliance with these requirements.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Working with JavaScript.
• System integration experience using web services and other web-based technologies such as XML, HTML, AJAX, CSS, HTTP, REST/SOAP
• Both theoretical and practical aspects of software development
• Key Performance Indicators (KPIs) and Metrics.
• Advanced IT Service Management knowledge as defined in ITIL or similar frameworks
• Process improvement and process automation
• Design, coding, testing methodologies and debugging
• Computer hardware, software, networking, operating systems, storage systems, security and configuration.
• Business strategic initiatives, planning and execution.
• Both theoretical and practical aspects of project management.

Selective Preference(s):

• Expertise/working knowledge of ITIL concepts and frameworks, including Service Strategy, Transition & Continuous Improvement.
• ServiceNow development and configuration experience, as that is our primary tool.

Pre-Employment Requirements:
  • This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Bachelor’s degree OR 8 or more years of extensive experience in programming, analysis, change management, and release management (or equivalent experience).
  • Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
