The Arizona Public Safety Personnel Retirement System (PSPRS) is currently seeking qualified candidates for the position of Retirement Specialist Senior. Under the supervision of the Retired Members Manager, this position is responsible for the timely verification and processing of all cancer claims as it relates to the Cancer Insurance Plan that is administered by the System. In addition, this position is responsible for the operations of health insurance premiums, insurance subsidy, and retirement benefits as it relates to pension payroll.

Job Duties:
  • Coordinate, verify and enter cancer insurance claims for payment.
  • Prepare and process annual cancer invoices.
  • Assist when needed to enter and process monthly and annual open enrollment medical and dental insurance applications and premium subsidy.
  • Enter and process retiree data changes submitted in paper form and by on-line applications to include direct deposit, name and address, and beneficiary designation changes.
  • Verification of health insurance, federal and state tax withholdings, direct deposit, name and address, and beneficiary changes.
  • Effectively research and explain comprehensive policies, procedures, laws, and regulations to members, local boards, employers, internal staff, outside entities, and other state agencies in regards to retirement options to include health and cancer insurance benefits.
  • Counsel, educate and explain complex statutes, policies and procedures as it relates to health insurance, subsidy benefits and cancer insurance.
  • Respond to retirement, health and cancer insurance questions via multiple communications such as phone, E-mail, fax and in person.
  • Provide technical assistance with the Members Only on-line application for active and retired members.
  • May serve as primary coordinator or assist with the following tasks:
    o Prepare and scan documents and files for disaster recovery and retention.
    o Test new IT processes and programs.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Insurance policies.
  • Medical insurance explanation of benefits.
  • Public Safety Personnel Retirement System benefit programs.
  • Applicable laws (Federal and State) and policies and procedures applicable to the system.
  • Customer service techniques.
  • Basic mathematical calculations.
  • Computer programs, such as, Google Suite, Windows, Office Suite, internet, basic retirement system, banking system, and relational databases.

Skill in:

  • Interviewing to determine level of member knowledge and understanding.
  • Communicating effectively both verbally and in writing.
  • Data analysis.
  • Computer operations.
  • Problem solving.
  • Organization and multitasking.

Ability to:

  • Understand basic medical terminology.
  • Effectively explain complex policies and procedures over the phone.
  • Determine and categorize the process being requested or required.

  • Grasp and interpret policies accurately and quickly.
  • Work effectively in a team environment and meet team objectives.
  • Maintain a high level of professionalism and judgment.
  • Meet deadlines with accuracy.
Selective Preference(s):
  • Previous experience in processing and operations of health insurance premiums, insurance subsidy, and retirement benefits is highly desirable.
  • Previous experience as a Retirement Specialist or equivalent, working in a Public Retirement System or,
  • 2-3 years of customer service experience communicating complex information.
