The Department of Emergency & Military Affairs (DEMA) is the headquarters for the Arizona National Guard. The Army National Guard is "Always Ready - Always There" providing military forces to accomplish community, State and Federal missions. The Air National Guard maintains excellence with flexible, sustainable, expeditionary and joint interoperable capabilities in all facets of current Federal and State missions. The Division of Emergency Management’s mission is to coordinate emergency services and efforts to governmental agencies to reduce the impact of disaster on person and property. The Division of Administrative Services maintains the business operations of human resources, finance, purchasing/contracting, and legislative activities. Job Summary:

The Security Officer I is responsible for conducting security at the entry control point(s) (ECP), access control point(s) (ACP), and surrounding installations (ammunition holding area, ammunition supply points, and ammunition limited area) This position involves roving patrols (on foot and/or vehicle) of buildings and facility grounds, checks identification, inspects vehicles and serves as a first responder and restores order when required to preserve health, life, and safety IAW National Incident Management System/Incident Management System (NIMS/ICS).

Job Duties:

• Monitor traffic flow, check credentials of personnel entering all Access Control Points (ACP).
• Provide close boundary and perimeter protection from dangers of sabotage, espionage, armed intrusion, and other accidental or willful damage or destruction.
• Provide installation security and check and ensure security of Mission Essential Vulnerable Areas (MEVAs).
• In hostile situations, initiate request to local law enforcement to quell disturbance. Detain intruders for turnover to law enforcement agencies. May use deadly force in self-defense and/or to protect life of self and/or personnel.
• Conduct and assist in traffic accident investigations and civil/criminal investigations.
• Monitor and/or respond to alarms.
• Monitor radio traffic and utilize two-way radio and answer phone calls, assist in answering questions from public/visitors/employees.
• Render assistance to lost, stranded, or injured persons and perform other job related activities as required.
• Support other Departments during inspections and all major incidents as directed by the on-scene Commander.
• Provide information to civic/public and/or government identified visitors and direct traffic management through designated traffic plans and/or parking areas consistent with force protection measures as prescribed by regulation and/or installation policies.
• Initiate and/or assist in the detention and/or apprehension of trespassers or persons identified as a risk to the agency (DEMA) and/or public persons within the immediate area of the installation and/or facility.
• Conduct and support search(s) for person(s) conducting a criminal act and/or other violators.
• Conduct inspection of buildings for hazards in support of the Random Anti-terrorist Measure Program (RAMP).
• Check for abandoned unregistered or illegally parked vehicles.
• Provide and assist in the direction to evacuate installation personnel and to secure installation infrastructure in the event of a natural disaster, industrial accident, act of terrorism, active shooter, or any emergency deemed critical to evacuate occupants of a building and/or installation.
• Provide assistance to any civic/federal emergency agency upon the direction and/or request of said agency (i.e. Police department and federal agencies).

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Or ability to learn and apply search & seizure, arrest, use of force procedures.
• Must possess a functional knowledge of personal computer operations in a network environment.
• Electronic devices (i.e. radio and communications, computers, monitors, recording, and photography) and other security equipment.
• Or ability to learn standardized federal laws, regulations, methods, procedures, operating techniques, state, and local laws to perform tasks including, but not limited to, pursuing and apprehending persons fleeing a crime scene; performing dispatcher duties involving passing of directions and information to officers on posting assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an incident; and detaining witnesses and suspects.
• Or ability to comprehend a wide variety of security, fire, and environmental alarm systems and the action appropriate in the event of their activation.
• Firearms and tactics utilized in emergency situations.
• Of Army Regulation (AR), Department of Emergency and Military Affairs (DEMA) Directives, Standard Operating Procedures (SOP), policy letters and other written guidance.

Skilled in:

• Safety in the operation of security vehicles.
• Effectively and professionally interact with installation personnel and civilians, in person and telephonic.
• Thorough understanding of the English language and the ability to communicate both orally and in writing.
• Safety with advance operations of weapons.
• Performance of all job duties and responsibilities in a safe and effective manner - mitigating risk to oneself and others.
• Reading and comprehending complex written documents, policies, and interpret how those policies should be applied locally.
• Maintain confidence and composure in high stress situation.
• Provide excellent customer service to internal and external customers.

Ability to:

• Apply various levels of force in compliance with policy, regulations, or procedure.
• Assume duties and responsibilities in the absence of the Team Leader for short periods.
• Demonstrate the ability to physically perform assigned duties.
• Carry a firearm and/or additional weapons (lethal and nonlethal) and demonstrate a high level of proficiency.
• Operate a vehicle and drive vehicles such as a patrol vehicle (i.e. truck and/or SUV).
• Render first aid.
• Maintain confidence and composure in high stress situation.
• Provide excellent customer service to internal and external customers.
• Monitor and respond to security equipment, including but not limited to, Closed Circuit Television (CCTV) and Intrusion Detection System (IDS), phone and radios
• Maintain good civil order of visitors and residents and guard against trespassers and prevent damage to property.
• Provide Security Enforcement at special events.
• Carry weapons (lethal and non-lethal.
• Work various shifts including days, evenings, nights, weekends, and holidays.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Preferred candidate would be a member of the AZ National Guard and possess practical experience working with a law enforcement agency; military; police service, or private security organization and hold certifications in security or law enforcement.

• This position requires possession of/and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks and must maintain acceptable driving records and must complete any required driver training (See Arizona Administrative Code R2-10-207-12).
• In state travel required.
• Maintain physical fitness and agility standards and pass annual agility testing.
• Individual is required to pass a criminal background investigation; as well as obtain a “Secret” Security Clearance.
• Must be able to qualify and maintain proficiency with the use of all agency issued and authorized weapons, including less than lethal weapons, IAW agency policy and procedures.
• Must maintain uniform and appearance standard in accordance with agency policy and procedures.
• Security is a 24/7 operation, shifts may include days, evenings, nights, weekends, and holidays.
