Job Summary:

The Arizona Department of Administration (ADOA) is seeking a highly skilled and analytical Senior Business Analyst to join the Enterprise Resource Planning (ERP) Division. In this pivotal role, you will serve as a primary subject matter expert, providing critical technical guidance and consultation for the AZ360 HRM modules. Your work will directly support key Business Units—including Human Resources, the General Accounting Office (Payroll), and the Benefit Services Division—as well as their diverse customer agencies across the state. By leveraging Transact Structured Query Language (TSQL) for sophisticated reporting and deep-dive analysis, you will ensure that the state’s financial and human capital systems remain robust and data-driven.

Collaboration is at the heart of this position, as you will partner closely with technical teams to spearhead development in security protocols, workflow automation, and module configuration. Your oversight will extend beyond AZ360 to include PageUp Recruiting and AZ Learns (CSOD), where you will monitor operating efficiency and drive system integrity. From testing new feature sets and interim containers to managing defect fixes and system enhancements, you will play a lead role in the software development lifecycle. Ultimately, you will act as a bridge between technical possibilities and agency needs, proactively suggesting customer-driven process improvements to modernize and streamline Arizona’s enterprise operations.

The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. Across our many agencies, boards, and commissions, many State employees participate in the State’s Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

System Analysis & Configuration

  • Lead the analysis, development, and configuration of AZ360, PageUp, and CSOD platforms, ensuring seamless integration across HR, Payroll, Benefits, and Performance Management modules.
  • Execute rigorous system testing and provide actionable feedback on modifications to ensure high-performance standards and operational efficiency.
  • Drive process improvements by collaborating with technical teams and stakeholders to translate customer needs into functional system enhancements.

Troubleshooting & Technical Support

  • Resolve complex system issues and interface errors between various platforms in a timely manner to maintain data integrity and continuity.
  • Manage the technical ticket lifecycle, providing detailed documentation for system bugs, root-cause analysis, and formal enhancement requests.
  • Commit to mission-critical deadlines, including occasional after-hours or weekend support to ensure uninterrupted system availability during peak periods.

Data Analytics & Reporting

  • Leverage SQL for advanced data extraction, generating ad hoc reports and analytics to drive executive decision-making.
  • Identify organizational patterns and trends through data analysis to establish performance benchmarks and drive statewide process optimizations.

Customer Partnership & Project Management

  • Partner with agency stakeholders to define business requirements and deliver "best practice" solutions aligned with organizational goals.
  • Support the statewide roll-out of the Arizona Management System (AMS) through strategic project management and the creation of training content for new AZ360 modules.
  • Develop high-level briefings, presentations, and reports to communicate system updates and project milestones to diverse audiences.

  • TSQL reporting, SQL Server Reporting Services (SSRS), and the structure of AZ360 tables.
  • Data collection and analytics, including the ability to translate data trends into usable information for non-technical audiences.
  • Project management principles and practices.
  • Partnering and consulting with customers and stakeholders of all levels.

  • Research and analysis techniques for data-driven results.
  • Planning, prioritizing, and completing multiple tasks in a fast-paced environment.
  • Maintaining a high degree of confidentiality and providing a high level of customer service.
