Senior Business Analyst

School Finance Section

Job Summary:

• This position will be instrumental in the development, maintenance and publication of School Finance related business rules and manuals.
• In-state and out-of-state travel is required for this position.

Job Duties:

• Create and maintain Business Rules Documentation that will be used to spawn the creation and maintenance of other procedural manuals as well as software requirements documentation
• Collaborate with IT and School Finance staff to provide system enhancement recommendations and to communicate business rules to IT staff for system implementation
• Participate in testing and implementation activities to ensure attainment of desired system enhancements
• Collaborate with other business areas in the agency to provide recommendations for establishing priorities of software development projects
• Analyze and monitor implementation of business rules through review of documents to include, but not be limited to, business requirements, design documents, test plans and other specification documents
• Complete Data Requests from within the agency as well as those from outside the agency and identify opportunities to increase publicly available data through new reports and data extracts
• Serve as a liaison between School Finance and school districts and charter schools for School Finance systems
• Plan and develop presentation materials and facilitate training for LEAs on electronic reporting to School Finance

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Business rules and system requirements documentation
• Problem management and gap analysis
• Software development and maintenance
• User Acceptance Testing (UAT) with end users and IT, including coordination and user acceptance sign-off
• Applicants must have experience in end-user support for departments in government or the private sector and as a Business Analyst
Skills:
• Generate business requirements by gathering and identifying the necessary components needed by the end-user
• Effectively communicate with both technical users and business users
• Create and maintain professional training materials, process documents, and policies and procedures
• Comprehensively write business rules
• Build interpersonal relationships
• Effectively communicate verbally, in presentations, and through written means
• Advanced skill in using Microsoft Outlook, Word, Access, and Excel.
• Intermediate skill using SQL
Abilities:
• Learn quickly, to reason, and to make decisions with little or no supervision
• Lead others to achieve stated deadlines and to produce expected results
• Analyze complex programs, data, and information issues
• Analyze systems and/or diagnose processes in a business work environment
• Resolve routine technical issues as they apply to user training and support for business rules and applications related to the submission, collection, and reporting of data and information from School Finance internal and external customers

Selective Preference(s):

• Preference will be given to those applicants with a bachelor’s degree in Business, Information Technology, or a related field.

• Position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Retirement:
