The Environmental Management Office (EMO) Senior Cultural Resources Program Manager (SCRPM) performs complex (mid-senior level) cultural resources work for a military conservation program. The work involves developing and implementing a cultural resources management plan in accordance with military regulations. Develops, manages and programs cultural resources projects and budgets. Analyzes and evaluates results of surveys, studies and military actions with regard to management needs and the impacts on cultural resources. Responsible for coordination and providing technical expertise in preservation issues to program staff, governmental agencies, Native American nations, community organizations, and the general public. Trains, leads, assigns, and/or prioritizes the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
• Ensuring compliance and conformance with Army Regulation 200-1 and related Department of Defense policy and regulations related to cultural resources to include archaeological sites, buildings, structures, landscapes, traditional cultural properties and other cultural sites of significance and takes corrective action(s) as needed. Oversees the development and implementation of an Integrated Cultural Resource Management Plan and related program activities. Oversees management and coordination of Tribal Consultation program in accordance with Federal and DoD regulations and policy. Responsible for maintaining communications and protocols with Federally Recognized American Indian Tribes and the DEMA Tribal Liaison.
• Ensures all cultural resource work is conducted to standards established by the State of Arizona and Secretary of Interior. Oversees cultural resource projects and maintains accuracy and accountability of contract documents to ensure accuracy and accountability throughout the life of the contracted or non-contracted project. Oversees Cultural Resource communication and acts as liaison and subject matter expert with other agencies and internal programs to explain and comply with statutory requirements related to cultural resources to include compliance with the Section 106 - National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), State of Arizona Antiquities Code, Native American Graves Protection and Repatriation Act (NAGPRA), and the American Indian Religious Freedom Act (AIRFA).
• As required, develops and implements programmatic agreement documents, memorandum of agreement and/or memorandum of understanding to streamline regulatory processes under National Historic Preservation Act or State Antiquities Code or mitigate activities with adverse impacts to cultural resources. Develop Scopes of Work, cost estimates, schedules and establishes contracts for cultural resource projects as needed, to include surveys, evaluations for historic significance, mitigations, etc. Programs and plans cultural resource program budget for short term and out years as required by National Guard Bureau and internal processes.
• Trains agency employees in historic preservation rules, regulations and public involvement procedures and provides technical and consultative services on projects involving historic resources. Manages and maintains regulatory documentation, databases and archival records on cultural resources managed by the agency. Submits required data-calls to external agencies in timely and efficient matter to include data requests from National Guard Bureau, DoD, and/or the State of Arizona. Oversees studies and analyses of operations and problems and the preparation of reports of Cultural Resource findings and recommendations.
• Conducts cultural resource inventories and evaluations in accordance with standards. Oversees surveys and reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures. Consults with public and private agencies involved in cultural resource program(s) to resolve problems, identify training needs, and discuss program effectiveness.
• Supports geospatial databases of cultural resources in accordance with DoD SDS-FIE requirements. Oversees the development and implementation of effective techniques for evaluating agency programs, identifies the need for new programs, and provides guidance to staff in the development and integration of new Cultural Resource methods and procedures. Monitors cultural resources legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding.
• Applicable local, state and federal ordinances and laws (Section 106-NHPA, ARPA, NAGPRA, NEPA, AIRFA, State Antiquities Code).
• Planning and executing program budgets, preparation of scopes of work and following contract process from soliciting proposals to completion of projects .
• Theory and methodology for various cultural resource projects, to include inventories, evaluations and mitigations.
• Alternatives to traditional regulatory review and coordination, to include programmatic agreements, creative mitigation strategies for adverse impacts to resources, and implementation of protocol documents.
• Familiar with military culture and structure.
• Operating computers, including common software (i.e. Microsoft products).
• Operating GIS and GPS software, spatial analysis, and analytical programs.
• Communicating effective both orally and in writing.
• Assessing impacts of management and development actions and recommending alternatives.
• Coordinating implementation of existing plans and identifying needed improvements.
• Project management techniques for conducting cultural resource projects (managing contracted projects and conducting in-house projects).
• Maintaining efficient and effective management strategies for cultural resources, to include development of programmatic agreement documents to streamline activities, mitigate adverse impacts with appropriate agreement documents and developing standard operating procedures, processes and protocols.
• Gather, assemble, correlate, and analyze facts; to devise solutions to problems.
• Develop, evaluate, and interpret cultural resource policies and procedures to support military mission.
• Communicate cultural resource issues and processes effectively to internal and external stakeholders.
• Conduct cultural resource inspections, surveys, investigative research and studies.
• Conduct field work in difficult conditions.
• Analyze environmental (NEPA) and cultural resource impacts.
• Prepare complex and concise reports within required timeline.
• Multi-task and work in a team environment.
• Interpret policies, procedures and regulations.
• Move field equipment and gear for long distances.
• Travel to and from assigned work sites to include overnight stays.
• Establish effective working relationships with supervisor, co-workers and a diverse group of stakeholders including military personnel and external agencies.
• Coordinate volunteer organization programs and develop opportunities for new volunteers.
• Work in a military environment.
Desired qualifications include any combination of experience, education and training that meets the knowledge, skills, and abilities described. Advanced degree in related preservation field (anthropology, archaeology, history, architectural history, etc)//Register of Professional Archaeologist (RPA) certification or similar certification in preservation field preferred//Experience with cultural resource management on military lands, Federal regulatory compliance issues for cultural resources, and coordination with Federally Recognized Tribes.
• Requires possession of and ability to retain a current, valid state issued driver's license. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete a required driver training (See Arizona Administrative Code R2-10-207.12).
• In and out of State travel required.
• Individual is required to pass a criminal background investigation.
• Requires the ability to achieve a favorable National Agency Check with investigation for the purpose of obtaining a Common Access Card (CAC).
• Graduation from an accredited four-year college or university with major course work anthropology, archaeology, architectural history, history or related field (experience substitutions allowed).
• Four years of progressive work experience in a preservation related field: anthropology, archaeology, history, architectural history, etc. (advanced education substitution allowed)
• Two years of progressively responsible experience in managing a related program and budget
• Experience in Microsoft Office products to include Word, Excel, Access, Publisher, PowerPoint and Outlook is required
**Additional years of experience may be substituted for required education on a year-per-year basis
**A related advanced degree may substitute for required experience
• Must meet Secretary of Interior standards in one of the preservation professional categories (archaeologist, historian, architectural historian, etc)
