Job Summary:

As part of the Office of Economic Research and Analysis Team, the Senior Economist will collaborate with other team members to meet the goals and objectives This position will direct junior staff in aspects of the work performed by the team. The Senior Economist position will be responsible for conducting independent research and performing as a project leader in research groups and conducting complex studies.
The position will perform work of considerable difficulty relating to statutory, research, and forecasting responsibilities. This will include responsibility for researching and reporting on the collection and distribution of state and local Transaction Privilege Taxes, Individual Income, or Corporate Income tax or Luxury Tax.
The position will be responsible for the preparation and evaluation of the financial impacts of proposed revenue and expenditure legislation. The position will be responsible for administering programs as directed by statute. In addition, the position will be responsible for the preparation of statutorily-required reports in full or in part, as well as other general research and reporting requests as needed by the Department. The Senior Economist will serve as staff for at least one Commission, including preparing materials for consideration of Commission members.
This position has the authority to respond to technical research requests, in some cases using advanced statistical methods such as regression and time series analysis, from the Director, Deputy Director, Assistant Director of Taxpayer Services, the Governor's Office, the Legislature, the public and other government agencies (in-state and out-of-state).
This position may Identify tax return errors and processing problems during research and recommend areas needing possible corrections to other personnel in other divisions within the Department of Revenue. Authorized to select methods and directions of independent research as appropriate within the goals and objectives of the division and the Department of Revenue.

Job Duties:

Essential duties and responsibilities include but are not limited to:
Research, analysis, forecasting, and evaluations related to the collection and distribution of taxes collected by the Department of Revenue.
Direct and/or contribute to Special Projects.
Direct and/or contribute to the production of reports.
Administration of a program or staffing a Commission.
Other Duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Considerable knowledge of economic principles, advanced statistical analysis techniques such as regression and time series analysis, some basic programming principles.
• Microsoft Word, Excel, and Access as well as SQL and statistical packages such as EViews, STATA, or SPSS.
• Professional experience when dealing with the public to include Executive staff, Legislative staff, tax professionals, accountants, attorneys, Attorney General's Office, Legislators and other governmental agencies.
Skilled in:
• Mathematics, statistics and econometrics, clear and concise writing, accounting, verbal communications, problem-solving, use of research techniques.

Ability to:
• Professional with the ability to analyze tax laws and apply the analysis to a wide variety of factual situations; perform and document results of multivariate regressions and time-series analyses; ability to communicate with District, Divisional, Agency staff, Legislative staff, Executive staff, business officials, tax practitioners, and other government officials.

Selective Preference(s):

The ideal candidate for this position will have:
• Bachelors Degree in Economics or closely related field from an accredited university and approximately four years economic, accounting or research work, or Masters Degree in Economics or closely related field and approximately three years economic, accounting or research work.

Pre-Employment Requirements:

Candidates for this position will be required to submit Tax Filing Records, Employment Verification Check, and Fingerprints that will be used to check criminal history records from the Arizona Department of Public Safety (DPS) and the Federal Bureau of Investigations (FBI).
Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.
