Job Summary:

The Arizona Department of Homeland Security (AZDOHS) is seeking a Senior Human Resources Analyst to join the Finance and Administration team,
reporting directly to the Assistant Director of Finance and Administration. This Analyst is a senior level human resources position, that has
comprehensive knowledge of all aspects of Human Resources including (but not limited to), talent acquisition, compensation, and compliance.

Duties may be assigned to the Senior Human Resources Analyst in any functional area within the Human Resources umbrella. The Senior Human Resources Analyst should be able to interpret issues and recommend solutions or best practices based on statewide policy.

This position requires the ability to solve complex problems and be proactive in communication and resolutions.

Job Duties:

• Draft, develop, implement and maintain various internal human resources policies and operational procedures that are within agency scope and in alignment with statewide policy

• Conduct all recruitment responsibilities in collaboration with agency partners such as requesting job postings, screening applicants and performing reference checks

• Research, analyze and present data to leadership related to function areas (recruitment, compensation, etc.)

• Develop standard and ad hoc reports, templates, dashboards, and other performance-related metrics

• Develop and present various trainings to employees and management

• Prepare analysis for base and performance pay proposals

• Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Knowledge of federal and state employment laws, statutes, rules and regulations

• Knowledge of principles and practices of modern organizational development

• Knowledge of state employment policies

Skills:

• Skills in developing and implementing various improvement initiatives for assigned areas

• Skills in establishing priorities among conflicting agency needs

• Skills in researching, collecting and analyzing data and reports

• Skills in communicating effectively verbally and in writing

• Skills in Google Suite and Microsoft applications

Ability:

• Ability to coordinate with agency partners, such as the Arizona Department of Administration Shared Services team, on implementation of policies or required HR actions

• Ability to demonstrate continuous effort to improve operations and streamline work processes and work cooperatively with team members

• Ability to analyze specific problem situations and determine acceptable solutions within the framework of state laws and regulations

• Ability to perform research, collect and analyze data and report information

• Ability to interpret and follow all state laws in regards to HR policies

• Ability to comprehend and make inferences from written material

• Ability to provide quality customer service

Licensure, Education, Certification:

• Bachelor's Degree in Human Resources or closely related field and four years working in Human Resources or equivalent experience

Pre-Employment Requirements:

• Required to drive on State business; must possess a valid Arizona driver's license
