Reporting directly to the Assistant Director of Finance and Administration, you will play a central leadership role shaping strategic talent initiatives, optimizing agency compliance, designing competitive compensation models, and spearheading innovative recruitment strategies. • Strategic HR Leadership & Policy Design: Draft, refine, and execute innovative HR policies and operational procedures that align with agency priorities and statewide standards.
  
• Full-Cycle Talent Acquisition: Lead recruitment initiatives in close partnership with agency leaders, overseeing candidate screening, selection strategies, and reference evaluations.
  
• Data Analytics & Strategic Reporting: Research, analyze, and present key metrics, custom dashboards, and performance trends to executive leadership to guide strategic decision-making.
  
• Compensation & Salary Planning: Prepare comprehensive analyses for base and performance pay proposals to ensure competitive, equitable organizational growth.
  
• Organizational Development & Training: Develop and deliver engaging learning sessions for employees and management teams to foster continuous professional growth.
  
• Cross-Functional Collaboration: Collaborate seamlessly with key state partners, including the Arizona Department of Administration Shared Services team.
  
• Special Projects: Tackle high-priority human resources initiatives and special assignments as needed.

Deep Professional Knowledge:

• Thorough command of federal and state employment laws, statutes, rules, and regulations
• In-depth understanding of modern organizational development principles and state personnel policies

Sharp Technical & Interpersonal Skills:

• Exceptional written and verbal communication skills across all organization levels
  
• Proven ability to lead continuous improvement initiatives and establish clear priorities among competing priorities
  
• Advanced data collection, research, and data analytics skills
• Proficiency in Google Suite and Microsoft Office applications

Education & Experience: Bachelor's Degree in Human Resources or a closely related field AND 4+ years of hands-on professional Human Resources experience (or an equivalent combination of education and experience).

• Required to drive on State business; must possess a valid Arizona driver's license
