The mission of the Water Infrastructure Finance Authority is to maintain and improve water quality in Arizona by providing financial assistance and technical assistance for basic water infrastructure.

Job Summary:

The Water Infrastructure Finance Authority is seeking a Senior Loan Officer. This position works under the general supervision of the Financial Services Director and will be responsible for work of considerable difficulty in a variety of functions.

The Senior Loan Officer will be responsible for administering the following loan origination, loan execution, and financial analysis support activities for both the Clean Water State Revolving Fund (CSWRF) and Drinking Water State Revolving Fund (DSWRF).

  • Research projects including but not limited to demographics, market analysis, and WIFA internal financial analysis
  • Loan origination for the CWSRF and the DWSRF
  • Financial due diligence data collection
  • Due diligence legal capability review
  • Business development activities
  • Due diligence financial analysis
  • Annual loan reviews
Job Duties:

Manages Project development and financial assistance loan production for CWSRF and DWSRF

  • Analyzes financial reports & determines financial stability & credit worthiness of loan applicants
  • Reviews credit conditions, repayment methods, terms, rates and types of collateral
  • Completes specialized tasks in the processing of loan applications

Annual Loan Reviews

  • Reports findings to and determines any actions related to non-compliance with Financial Services Director
  • Analyzes financial reports to determine the financial stability and ongoing compliance of loan recipients
  • Documents annual loan review in monitoring system

Business Development Activities

  • Communicates with borrowers and prospective borrowers regarding potential projects
  • Prepares and discusses tailored marketing materials with borrowers
  • Attends conferences and events to promote CWSRF and DWSRF

Research projects including but not limited to demographics, market analysis, and WIFA internal financial analysis
Other duties as assigned as related to the position.

  • Loan documentation, loan structuring, and financial analysis for public borrowers

Selective Preference(s):
  • Preferred - Master’s Degree (MBA, MPA, MS etc.) in; business administration, finance, public administration, economics, or other related field
  • Minimum - Bachelor's Degree in; business administration, finance, public administration, economics, or other related field
  • Experience that includes governmental accounting, finance, loan origination, public finance, or business administration
  • Current or progress toward CFA, CPA, or other relevant credential
Pre-Employment Requirements:
  • Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)
  • Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
