Job Summary:

The vision of the Water Infrastructure Finance Authority of Arizona is to guide our resources to communities with the greatest need so they can maintain and enhance Arizona’s quality of life. Our mission over the last 30 years is to maintain and improve water quality in Arizona, we do this by providing financial and technical assistance for basic water infrastructure across our state.

This position will provide contract management support to the Authority, by performing a variety of contractual functions which may include: writing and reviewing specialized contracts, reviewing proposals, negotiating contracts, monitoring and evaluation contract compliance. The ideal candidate is someone who is detail-oriented and helpful; works comfortably as part of a team and often checks work. We are looking for someone who has a sense of urgency and sense of duty combined and who is concerned about the timeliness, as well as the correctness, of any work for which they are held responsible.

This position is the only position that is 100% committed to procurement for the Authority. This position will ensure compliance to Authority policy, state laws, and applicable regulations, coordinate purchasing activities with the Enterprise Procurement office as appropriate and develop agency specific contracts as per the Authority's unlimited delegation. Will maintain the Authority's purchasing records, responsible for reporting the Authority's activities appropriately, make recommendations on purchasing policies, signature authority of purchase requisitions, small purchase authorization, solicitations, amendments and Authority issue resolution. Resolve issues related to procurement with end users and vendors; coordinate specific program functions and work area requirements as the relate to purchasing; assist with special projects related to contracting and procurement, participates as the Authority's representative at purchasing related committees as directed.

Job Duties:

• Writes and administers specialized contracts for professional services, construction and technical assistance.

• Analyzes reports and statistical data as it relates to contract management.

• Write new procurement rules, maintain and recommends policy and procedure modifications, as needed.

• Attends meetings and participates with Program staff on Technical Assistance and Council of Government agreements.

• Review and modify agreements for any services and goods the Authority requires.

• Establish and monitor Authority encumbrances.

Pre-Employment Requirements:

• Four year degree in business or related field.
• 5 or more years of experience in purchasing.
• Education in business seminars and on the job training.
