The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Senior Procurement Specialist with the Office of Procurement.
The Senior Procurement Specialist is engaged in complex work, exercising considerable independence and discretionary judgment to establish effective, efficient, economical, and legal contract management and acquisitions. This individual serves as Procurement Project Management Lead for assigned procurement projects; exercises limited procurement authority, including preparation of sole source, impractical, and emergency recommendations and exempt procurement; and provides training and mentoring to colleagues engaged in procurement activities.
• Knowledge of public contracts management and acquisition process, and State procurement code rules and regulations.
• Knowledge of uniform commercial code and Federal antitrust laws.
• Knowledge of contract management and acquisition software programs, including the Department's automated system.
• Knowledge of business law as it relates to contract formation and administration.
• Skill in project management, negotiation research and analysis, and value analysis.
• Skill in listening; and verbal and written communications.
• Skill in use of computers and software, including Word processing, spreadsheet, and database; and use of general office equipment.
• Ability to perform statistical and abstract analysis.
• Ability to plan, organize, coordinate, and prioritize activities effectively.
• Ability to establish and maintain positive working relationships with governmental agency representatives and customers.
• Prefer a minimum two years of experience equivalent to a Procurement Specialist, and a Bachelor's degree in business, purchasing, or a related field organization.
• Professional experience and certification education such as CPPO, the CPPB minimum or CPM from a professional purchasing organization is preferred.
• Other combinations of experience and education that meet the minimum qualifications may be substituted.
• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• The position may require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Individuals may be required to use their personal motor vehicle.
