The Senior Resident Engineer (SRE) is the unit supervisor over a minimum of two units within the District. The SRE will provide direct oversight and supervision of the unit(s) and all unit

Job Duties:

Provide engineer and technical direction for the administration of multiple, complex construction contracts to assure work is performed in a manner that provides a functional, durable project that meets design intent. Monitor and enforce safety processes

Responsible for setting all work standards within the unit assuring that maximum organizational efficiency is achieved, and accomplishing district and division objectives related to construction processes on ADOT projects

Provide oversight and supervision of engineering services provided by consultant inspectors and engineers to administer construction contracts

Initiate & monitor training of subordinate personnel to assure competent, effective, motivated & fully knowledgeable workforce to provide a quality product in conformance with all prevailing laws, rules, regulations & in compliance with quality standards. Task is accomplished through needs assessments & scheduling so as not to interfere with construction project progress

Provide leadership, coaching & supervision of subordinate personnel to enhance the quality of the product, service to the customer & assure compliance with all plans, specifications, rules & requirements

Provide input on project scope, design and development, and represent the best interests of the State in project and other meetings related to the ADOT state highway system, as requested. Initiate correspondence, memos, reports and construction documents to facilitate contract compliance, conflict resolution, contract clarification and response to public inquires

Coordinate construction activities with Federal, State, local and private entities to assure conflicts are minimized and the public is well served

Administrative duties including personnel management, evaluation, discipline, hiring, termination and guidance of subordinate personnel relating to the departments prevailing policies and procedures

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Civil Engineering theory and practices

All applicable Federal and State statutes, agency standards, regulations, policies and procedures pertaining to area of assignment

Methods, procedures and techniques utilized in management of assigned resources.

Computer applications as they pertain to area of assignment

Safety practices

Applications of departmental policies and procedures

Skills in:

Interpret and analyze a wide range of technical, complex engineering data

Develop and implement appropriate standards, procedures and priorities related to area of assignment

Supervision and leadership

Interpersonal relations as applied to contact with subordinate personnel, other governmental agencies, contractors, consultants and the public

Oral and written communication

Scheduling available staff to cover needs and minimize overtime

Ability to:

Review/analyze engineering related materials, reports, documents, plans and specifications

Provide engineering related resolutions

Interact with multiple federal, state and local entities

Communication both oral and written in a positive and professional manner

Provide leadership and set direction for a staff of multiple full time employees and consultant technicians

Coach and develop employees, including continuous improvement practices and principles.

Selective Preference(s):

Bachelor of Science in Civil Engineering. Three to five years of work related experience in a technical-level staff position involving engineering analysis and highway construction.

Leadership and supervisory experience.

Pre-Employment Requirements:

Registration as Professional Engineer by the Arizona State Board of Technical Registration.

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). If considered, PART 2 of the State of Arizona Application for Employment allows a record review and reference check. The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR and record review/ reference check.
