Job Summary:

The Governor’s Office of Strategic Planning and Budgeting (OSPB) is seeking a highly motivated and public service-minded individual to serve on the Grants and Federal Resources Team (GFRT) within OSPB.

The Senior Technical Project Manager will assist the GFRT and OSPB in facilitating the department's complex, high-impact technology projects, coordinating multiple projects with executive stakeholders across teams, and ensuring alignment with organizational goals.

The ideal candidate has a strong technical background, excellent project management skills, and the ability to work with cross-functional teams to drive projects from initiation to completion.

Job Duties:

Senior Technical Project Manager's key job responsibilities will include:

• Foster collaboration, communication, and problem-solving among team members and stakeholders and assist in the resolution of conflicts within and between projects or functional areas

• Support the OSPB’s technical resources including the grants management system, strategic planning scorecard, budget system and department website

• Coordinate on projects with applicable state agencies, vendors, and consultants and act as a bridge to translate business requirements into technical solutions

• Act as a representative for the Governor’s Office within the scope of responsibility, maintaining high standards of personal and professional accountability

• Ensure compliance with all statewide IT policies, standards, data governance, and procedures in concert with the statewide counterparts

• Support external customer service including assisting in OSPB trainings, workshops and other external support activities

• Participate in and facilitate department workgroups to develop and update policies, procedures, tools, and templates

• Work in coordination with leadership and stakeholders to transition existing platforms to new solutions

• Recommend opportunities for improvement and identify innovative approaches to solve problems

• Plan, execute, and manage technical projects from initiation to completion

- Proactively and routinely identify, mitigate, and report project risks and technical challenges to ensure project success

- Implement agile methodologies or other project management procedures for efficient workflow

- Oversee technical documentation, system requirements, and quality assurance processes

- Monitor project progress, track key metrics, and ensure timely delivery of milestones

- Develop and maintain project plans, schedules, and resource allocation

- Participates in the design and/or testing phases

Knowledge, Skills & Abilities (KSAs):

• Responds promptly to customer needs; takes a customer-centric approach to problem solving; solicits customer feedback to improve service; responds to requests for service and assistance; meets commitments; manages difficult customer situations; fosters relationships

• Demonstrate strong collaboration skills, open communication and a positive attitude in order to build relationships with key stakeholders and internal staff

• Ability to work independently, meet deadlines and manage multiple priorities/projects coupled with the flexibility to quickly adapt to changing business needs

• Strong analytical and problem-solving skills including the ability to take initiative and identify areas of needs or opportunity

• Experience with agile methodologies (Scrum, Kanban) and project management tools (JIRA, Trello, or Smartsheets)

• Strong understanding of software development life cycle (SDLC), databases, and system architecture

• Strong interpersonal and communication skills to interact with technical and non-technical teams

• Considerable working knowledge of both theoretical and practical aspects of project management

• Works with minimal guidance; regularly participates in reviews of assigned and completed tasks

• Expertise in software development, cloud platforms, DevOps, and IT infrastructure

• Experience with risk management, technical coordination, and quality assurance

• Ability to bridge the gap between technical projects and business objectives

• Knowledge of cloud computing (AWS, Azure, Google Cloud Platform)

• Display discretion and good judgment in the execution of duties

• Familiarity with API integrations

Selective Preference(s):

• A degree or advanced degree in Computer Science, Engineering, Information Technology, or a related field with 5+ years of experience in technical project management, software development, or IT project delivery; or 10+ years’ experience in technical project management, software development, or IT project delivery

• Additional training and certifications related to Information Technology and Project Management Professional (PMP) preferred

• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment
