Special Requirements:

The position is a certified Arizona POST peace officer position. Only applicants who are presently Arizona POST-certified peace officers (Active or Inactive) in good standing with said state certifying body AND the applicant's most recent law enforcement agency where (active or last) employed as a peace officer are eligible for the position. With this job announcement, the Department will not consider applicants who are certified from another state outside of Arizona.
Position works at minimum 40-hours a week (with periodic extra-duty), a variable schedule concerning work-week and hours, and routinely includes weekends and nights.

Job Summary:

The Arizona Department of Liquor Licenses and Control is looking for a Special Agent. The Special Agent is responsible for ensuring public safety is maintained by providing Arizona Liquor Law compliance training and enforcement, and conducting routine inspections of liquor-licensed businesses and events.

Job Duties:
  • The Special Agent duties and responsibilities include but are not limited to:
  • Initiates investigations, conducts routine liquor inspections, seizes and impounds evidence, and makes arrests.
  • Performs administrative investigations pertaining to alleged violations of liquor laws and rules enforced by the Department of Liquor Licenses & Control.
  • Detects and verifies administrative and criminal violations.
  • Interviews suspects and witnesses.
  • Examines and analyzes records.
  • Collects and preserves evidence and selects records and evidence.
  • Writes search warrant affidavits.
  • Conducts searches of records and property.
  • Presents evidence to obtain arrest warrants.
  • Prepares investigative reports and case files for adjudication.
  • Arrests and books suspects.
  • Assists the assigned prosecutor.
  • Conducts undercover police work as appropriate to assignment.
  • Operates an unmarked police vehicle.
  • Writes detailed investigative reports.
  • Confers with supervisor, presenting and resolving complex problems or questions, discussing plans and actions to be taken.
  • Drives automobile to various locations throughout the state carrying out official business as appropriate to the assignment.
  • Provides liquor law training to local law enforcement agencies, and Liquor Law compliance training to liquor-licensed business owners and their staff.
  • Maintains operational readiness of all assigned equipment including firearms. Writes citations for violations and performs related work as required.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal, State and agency laws, rules regulations and policies pertaining to investigative duties, responsibilities and agency assignments.
  • Civil, criminal and/or regulatory laws appropriate to agency assignments.
  • Interviewing and interrogation techniques, officer safety procedures, and complex information gathering.

Skill in:

  • Use of National and Arizona criminal justice information systems.
  • Handling and using firearms.
  • Excellent oral and written communication.
  • Report writing, communication skills in stressful or hazardous situations.

Ability to:

  • Conduct complex criminal investigations that included participation in all three stages of the criminal justice system, (Investigation, Prosecution and Adjudication) obtained through on-the-job training or education in criminal justice or a related field.
Selective Preference(s):
  • Specific training and experience in Title IV (Arizona liquor law) enforcement preferred.
Pre-Employment Requirements:
  • Must be certified (active/inactive) by the Arizona Peace Officer Standards and Training (AZPOST) Board.
  • Candidates for this position will be required to submit to a complete AZPOST-approved Statement of Personal History, and a background investigation that includes a polygraph and medical examination. All newly hired employees will be subject to the E-Verify Employment Eligibility Verification Program.
  • The position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Individuals may be required to use their personal motor vehicle.

Retirement:
  • Position will be pension eligible for either PSPRS or ASRS depending on standing as governed by Arizona law and the state's pension board.
