Conduct/lead State licensing surveys and complex complaint investigations for marijuana facilities and other licensed facilities. Provide or lead training for technical assistance to licensees, their staff members, and consumers of services; write legal orders related to enforcement actions to be taken against marijuana facilities and other licensed facilities; testify at formal appeals hearings; serve as a preceptor for new surveyors; audit records and public files; assist team leaders in reviewing issues in licensing surveys and complaint investigations; and participate in quality assurance/process improvement activities.
− Conducting/leading surveys of facilities to verify compliance with State licensing regulations and to ensure the health, welfare and safety of consumers, clients, residents and/or patients
− Conducting/leading complex complaint investigations of facilities
− Writing field trip reports, statements of deficiencies, and legal orders related to surveys and completing complaint investigations
− Providing technical assistance to providers relating to the requirements for State licensing and the complaint investigation process
− Serving as a resource for providers, public, other governmental agencies, ombudsmen and health care professionals regarding State licensing
− Processing applications and prepare responses to record requests
− Participating in quality assurance/performance improvement activities
− Conducting audits of records and public files; testify in hearings; participate in enforcement meetings with division management and providers
− Precepting new employees
− Statutes, rules, and/or regulations pertaining to the licensing of sober living homes, group homes for people with developmental disabilities, and/or licensed medical marijuana facilities
− Proper survey, inspections, and investigation methods and techniques
− Adult learning principles and methods for conveying complex information in an understandable manner
− Enforcement options, and legal requirements related to taking enforcement actions against a facility inspected or surveyed
− Quality assessment processes sober living homes, group homes for people with developmental disabilities, and/or licensed medical marijuana facilities operations
− Quality assurance, performance improvement process
− Record keeping and the public file maintenance requirements
− Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies
− Interpreting complex rules and the regulations and applying those rules and regulations to real world situations
− Developing and maintaining interpersonal relationships
− Writing and auditing legal documents (Complaint Summaries, statements of deficiencies, legal orders, etc.)
− Verbally communicating statutory, rule and regulations requirements and findings associated with a survey in a formal or informal environment
− Skill in conducting patient/client care and quality of care assessments
− Make quality judgments
− Recognize and act upon conditions affecting patients and client's health and safety
− Communicate publicly, both internally and externally
− Enforce and apply state laws, rules, regulations, policies and procedures applicable to state health care facility licensing and linked survey processes
− Learn, interpret, and apply the Americans with Disabilities Act as it relates to health care or child care facilities, and applicable State and local standards for fire protection, sanitation, zoning, occupancy standards, and building codes as they apply to health care or child care facilities
− Conduct and/or lead State Licensing inspections/surveys of facilities

The ideal candidate will have:
− Bachelor's degree in public health or a science-related field and 3 years of experience with complaints investigations, and compliance enforcement, as well as reviewing building plans and business policies and procedures. Master's degree may substitute for 1 year experience.
Driving is required for State Business.
