Job Summary:

The Arizona Department of Administration (ADOA), Division of Business and Finance (DBF), is seeking an analytical Statewide Accountant 2 to manage critical, complex financial assignments under minimal supervision. Applying GAAP, GAAS, and GASB standards, this role tackles unique accounting challenges within a statewide governmental environment. Key responsibilities include evaluating proposed updates to statewide accounting policies, managing system configurations within the AZ360 HRM platform, and supporting statutorily mandated projects.
The primary focus of this position is ensuring the efficient, compliant, and accurate processing of statewide payroll transactions and reporting. The successful candidate will manage a complex caseload, make necessary adjustments to employee records, process wage overpayments, and verify system calculations for stipends, overtime, and deductions to guarantee accurate W2 reporting.
Additionally, the role supports time-sensitive garnishment processing to prevent State liability for non-compliance with State and Federal laws. This includes entry, review, and reconciliation of creditor garnishments, tax levies, support orders, and bankruptcies within the AZ360 HRM system. The Statewide Accountant 2 will also research vendor deposits, process employee refunds, and respond to routine status inquiries from courts, agencies, and state employees to maintain the division's fiscal integrity.

Job Duties:
  • Financial Reporting and Analysis: Gathers, compiles, and analyzes various financial data elements to draft comprehensive reports summarizing transactions, account statuses, and statistical trends for management review; assists in the statistical analysis of processed AZ360 payroll documents.
  • Fiscal Document Review: Examines, verifies, and reviews complex fiscal documents—including budget revisions, transfers, vouchers, and encumbrances—to ensure strict accuracy, timeliness, correct distribution codes, sequence numbers, and complete preparation across AZ360 HRM and Financial platforms.
  • Ledger Adjustments and Banking Transactions: Executes critical entries and revisions to agency accounts and financial records; processes Direct Deposit Reversals and Warrant Cancellations in AZ360 HRM, reporting cancellations to the Financial Operations team. Prepares bi-weekly garnishment fee deposit forms and weekly batch headers for creditor-received garnishment refunds, while assisting with the reconciliation of the Garnishment Refund General Ledger account.
  • Legal Compliance and Garnishment Processing: Reviews incoming legal documents for completeness before system entry; verifies the accuracy of garnishment entries and case numbers in AZ360 HRM.
  • Executes legal compliance procedures by ensuring necessary correspondence is notarized and mailed to the courts within strict, prescribed deadlines, and assists in reconciling the Garnishment Fee General Ledger.
  • Transaction Verification and Agency Support: Examines billing invoices, payroll records, and payment transactions to ensure compliance; provides technical assistance to state agencies regarding complex payroll questions and financial compliance issues, and actively participates in collaborative problem-solving for financial matters impacting the assignment area.
  • Issue Resolution and Escalation: Utilizes accounting experience and professional judgment to independently research, address, and resolve common agency questions and financial discrepancies, while appropriately escalating complex or systemic issues to the supervisor.
  • Internal Collaboration and Advising: Confers daily with coworkers and advise agency staff on technical central payroll specialties; partners cooperatively with Central Payroll team members to document, track, and process off-cycle payment requests and ongoing garnishment situations.
  • Additional Functions: Performs other job-related duties as assigned by management to support the business operations and fiscal integrity of the division.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Knowledge of the principles, concepts, practices, methods and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management.
  • Comprehensive knowledge of reference materials such as Arizona Revised Statutes, applicable agency manuals including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures and the information contained therein and its applicability to the assigned area.
  • Knowledge of research methodologies, spreadsheet techniques, statistical sampling, quality assurance and final technical report referencing.
  • Knowledge of the methods and techniques of development of data processing relating to large financial systems.
  • Knowledge of customer service etiquette.

Selective Preference(s):
  • Public Sector Knowledge is a plus.
Pre-Employment Requirements:
  • A Bachelor's degree with a major in accounting from an accredited college or university, OR a Bachelor's degree in a related subject with a minimum of 24 semester hours in accounting courses and an additional 18 hours in business related courses.
