Job Summary:

The Arizona Department of Administration (ADOA), Division of Business and Finance (DBF), is currently seeking an experienced and authoritative Statewide Accountant IV. This pivotal role focuses on leading complex and critical accounting assignments across state operations, requiring a high level of expertise in generally accepted accounting principles (GAAP), Generally Accepted Auditing Standards (GAAS), and Governmental Accounting Standards Board (GASB) practices.

The successful candidate will supervise and provide leadership on statutory assignments, which include overseeing the review and recommendation processes regarding changes to statewide accounting policies and procedures. The role entails ensuring the accuracy and integrity of financial data prior to public release and responding to public information requests. Furthermore, this position involves directing the preparation and development of significant components of the Annual Financial Report (AFR) and other vital financial reports related to state indebtedness, including leading efforts in credit support and lending programs.

Secondary responsibilities of the Statewide Accountant IV include overseeing system security reviews for statewide financial systems, conducting sensitive internal control reviews, and crafting draft financial schedules for the Statewide Annual Comprehensive Financial Report (ACFR). This role may also require the accountant to testify in court or legislative sessions concerning their findings and to provide strategic recommendations on financial statutes and internal control improvements to enhance state agency operations.

Ideal candidates will be seasoned professionals with a robust analytical skill set, capable of navigating complex accounting challenges with minimal supervision and a proactive approach to enhancing and maintaining the financial integrity of Arizona's state operations.

Job Duties:
  • Supervises or takes a lead role in the planning and testing of design, modification and enhancements of the statewide financial systems (such as Arizona Financial System - AZ360, Arizona Procurement Portal - APP, Human Resource Information Solution - HRIS) and other statewide processes
  • Performs a lead role in the completion of complex assignments by subordinate or other assigned professional and/or technical staff which pertains to the Automated Warrant Reconciliation (AWR) unit or the Vendor & 1099 Reporting unit within the AZ360 Operations Group
  • Composes or reviews subordinate or other assigned professional and/or technical staff draft correspondence dealing with subject matters in ways that call for considerable discretion, judgment or negotiation, replying to inquiries, presenting and requesting information
  • Monitors subordinate or other assigned professional and/or technical staff follow-up activities on auditor general recommendations
  • Responds to agencies, board and commissions, and the JLBC and OSPB by providing guidance and/or research necessary to resolve problems or situations defined by the requesting entity
  • Makes recommendations for improvement, applying knowledge and skills of own technical specialty
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • GAAP, GAAS, FASB, GASB and other related publications
  • The principles, concepts, practices, methods and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management
  • Reference materials such as federal regulations, (e.g., OMB Circulars), Arizona Revised Statutes, applicable agency manuals including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures and the information contained therein and its applicability to the assigned area
  • Research methodologies, spreadsheet techniques, statistical sampling, quality assurance and final technical report referencing
  • Methods and techniques of development of data processing relating to large financial systems
  • Legal requirements impacting area of assignment
  • Customer service etiquette

Selective Preference(s):
  • Certified Public Accountant license preferred
Pre-Employment Requirements:
  • A Bachelor's degree in accounting is required

Retirement:
