Job Summary:

The Statewide Compliance Manager will serve the state by supporting the entire State Procurement Office (SPO) team in a variety of ways, both strategic and tactical. This support includes that of the statewide procurement compliance program, influencing continuous improvement and consistency for statewide procurement procedures, and procurement training and compliance. A high level of ownership is expected with an emphasis on knowledge of the Arizona Procurement Code, communications, stakeholder involvement, as well as outreach to all agencies with a delegated procurement authority. This position will focus on data analytics and related reporting, as well as the development of procurement rules, procurement training and standards, procurement compliance practices, and performance measures. This position will also support the development of statewide Technical Bulletins and Standard Procedures.

Job Duties:

-Responsible for various aspects of the statewide procurement compliance program
-Support of on-site compliance performance assessments and monitoring of agency self-assessment results
-Assist with collaboration efforts with stakeholders to develop corrective actions and continuous improvement plans for both internal (SPO) and external (agencies and delegated authority) compliance
-Leverage available tools and knowledge to understand contracting patterns (on-contract vs. off-contract) and compliance impacts to develop and produce business analytics, performance measures, and related reporting
-Update and maintain a procurement document library, including Technical Bulletins and Standard Procedures that govern statewide procurement policy and procedures
-Schedule and record minutes and actions of SPO compliance review function and take actionable steps from its recommendations
-Assist other members of the compliance program team by establishing regulatory reporting cadence and reporting format
-Ensure effective filling and retention of all compliance records in accordance with the State Record Retention Policies and Procedures
-Other duties as assigned related to the position
