Job Summary:

ADWR is seeking a Water Resources Supervisor focused on statewide water demand and supply, who is data-driven, creative, and passionate about water and natural resources. This position will manage the several members of the team responsible for development of statutorily required water supply and demand assessments for each groundwater basin in Arizona.

This position will oversee the staff conducting research and completing data and policy analyses to inform the development of water supply (groundwater, surface water, Colorado River, effluent) and demand (agricultural, municipal, or industrial) estimates, scenarios, and projections included in the assessments. This position will also lead and participate in complex, interdisciplinary projects that require deep collaboration, a willingness to learn and challenge assumptions, and an awareness of the sensitive nature of water issues.

The ideal candidate will have experience with data analysis and creating forecasts, a genuine curiosity for environmental, natural resource, water and/or agricultural/industrial/municipal/supply policy issues; and will revel in data, data analysis, and research. The candidate will also enjoy asking questions, proposing ideas, and leading discussions about water conservation, supply, demand, and their related issues, working collaboratively to discuss and challenge those ideas, and using data to find possible solutions.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Assist in the development of statewide supply and demand assessments for Arizona’s 51 groundwater basins, focusing on developing methods to estimate and project water demands and supply sources.
  • Work with co-supervisor and managers to supervise and support supply, agricultural, municipal, and industrial analysts
  • Lead and support staff in:
    • Outreach to relevant stakeholders regarding their water use and supply sources
    • Writing and editing reports
    • Methods to estimate supply and demand
    • Developing supply and demand short and long-term scenarios
    • Projections of future supply and demand estimates
    • Research and quantify impacts to supply and demand including, but not limited to, potential changes to socio-economic aspects, geologic conditions, climate change, supply availability, policies, and voluntary/regulatory conservation programs
    • Data and spatial analysis
    • Facilitate collaborative meetings with analysts to adapt estimation methods to individual groundwater basins
    • Facilitate collaborative meetings with ADWR staff of all levels and with diverse stakeholders to solicit input and feedback on high-profile and/or sensitive issues
    • Review reports and presentations documenting assumptions, methods, relevant background information, and recommendations for internal and external audiences
    • Present background information, assumptions, methods, scenarios, and results to relevant stakeholders
    • Prepare clear, well-constructed reports and presentations with recommendations that consider impacts across multiple water resource management programs and levels
    • Develop a knowledge of the history of water demand and supply at the groundwater basin, statewide, and/or sector (agricultural/industrial/municipal) level, including applicable laws, rules, and policies.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Water supplies and their respective regulatory frameworks in Arizona, including groundwater, surface water, Colorado River water, and effluent
  • State of Arizona water resource statutes, rules, policies, procedures, and programs, including the Groundwater Management Act, Active Management Areas, Community Water Systems, the State’s Drought and Conservation Program and rural partnership groups across the state
  • Processes and procedures associated with working within a regulatory environment
  • Water Resources stakeholder groups, to include the Governor’s Water Augmentation Council, Governor’s Water Augmentation, Innovation, and Conservation Council, and the Governor’s Water Policy Council
  • Records management strategies for research, data, and spatial files

Skills in:

  • Managing a team, including encouraging the development of new and innovative ideas and collaborative work
  • Training staff on methods of analyzing and developing time series data, quantifying research, method development, and spatial analyses
  • Organization, and maintenance of research, spreadsheets, databases, and spatial files
  • Research, writing technical reports, including briefs documenting assumptions methods, and background information
  • Oral, written, and visual communication, especially effective communication of data analyses, estimation and projection methods, assumptions, and complex policies to stakeholders
  • Use of technical software including Excel, and PowerBi; skills in programs similar to Access (SQL), R, GoldSim, Mathematica, are not required but would be an asset
  • Geographic Information System (GIS) mapping and familiar with ArcMap and/or ArcPro software
  • Use of Microsoft office tools such as Word and PowerPoint

  • Analyze a situation, identify the problem area(s), propose solutions, and assist in the implementation of those solutions
  • Use analytical methods to organize and analyze water use and supply data
  • Interpret existing water rules, policies, laws, and statutes and how they may differ in the future
  • Collaborate closely with department and external staff with backgrounds in diverse disciplines to develop water supply and demand estimates, scenarios, and projections
  • Establish and maintain effective relationships with stakeholders, including agency staff, government officials, leaders in the regulated community, and the public
Selective Preference(s):
  • Eight (8) years of professional level water resource management experience; OR
  • Bachelor’s degree or higher in a related field and six (6) years of professional level water resources management experience; OR
  • Master’s degree or higher in a related field and four (4) years of professional level water resources management experience; OR
  • Doctorate in a related field and two (2) years of professional level water resource management experience.
  • Preference for supervisory experience
  • Relevant experience, particularly in conservation, demand management, or data analysis, may be considered in lieu of specific water resource management experience
