Job Summary:

The Arizona Department of Administration is actively recruiting a Surplus Lead Expeditor for the General Services Division (GSD). This position will serve under the Surplus Administrator and will be responsible for supervising the statewide surplus property program. This department serves as the control agency for the disposal of excess State property, and provides policy, guidance and direction to State agencies in accounting for, and disposing of unwanted property. This position manages that process, to include the coordination and oversight of on-line auctions and the Federal Surplus Program; eligibility of non-profit and local government entities; scheduling and processing of incoming/outgoing inventory; office personnel supervision; ensures final reconciliation of cash, credit cards, invoices and inventory; and oversees maintaining archive records for all transactions, inventories, transfers and risk claims. Ensures policy compliance, real-time problem solving and designs and implements process improvements.

Job Duties:
  • Supervision and execution of overall facility operations, i.e. productivity, quality control, inventory, reporting, receiving, scheduling, auctions and order processing in an efficient manner. Establish detailed operational KPIs.
  • Maintain all Surplus records and ensure data retention schedules are adhered to; ensure compliance to policy and procedures; create, update and maintain standard work; design an environment for continuous improvement; problem solve; and resolve customer complaints. 
  • Design and implement timely and accurate data tracking, reporting, and contract management to meet internal and external client needs, financial, inventory, and sales reporting. 
  • Approve and monitor paperwork and reports sent to accounting (customer invoices, checks, etc); vendors reports; auctions sales totals and DOF's; Tax and DOF reports; tax collection; incoming payments, and inventory reports.
  • Plan, organize, direct, supervise and evaluate performance of assigned subordinate personnel. 
  • Federal Surplus Program: Coordinate and process requests between Federal agencies or military bases and our customers for the GSA program. Determine eligibility of non-profit and local government entities. Maintain the Federal file following GSA specifications and create reports as required. 
  • Other duties as assigned.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Accounting principles and practices 
  • Online and in-person auction sales, set up and processing 
  • Methods and techniques of data processing as it relates to accounting practices 
  • Generally Accepted Accounting Principles 
  • State accounting rules 
  • Automated accounting systems, such as the Arizona Financial Information System (AFIS), Human Resources Information Solutions (HRIS), and Procure AZ 
  • Federal Property transfer process 
  • Surplus Property Management System software 
  • Packing and Shipping standards

  • Researching, reading, analyzing and evaluating documents and financial data and reports 
  • Accounting systems and mathematical computations. 
  • Analyzing, interpreting and communicating financial data

  • Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment.
