The Talent Acquisition Business Partner is responsible for conducting recruitment activities to acquire quality talent for all job types through a positive and engaging manner and candidate experience to meet organizational needs for a high performing and professional workforce. This role is responsible for full-cycle/360-degree recruitment to include designing and implementing strategies to fill open positions, sourcing and attracting qualified candidates, conducting screening interviews, administering assessments, and coaching and supporting hiring managers throughout the interview and selection process, and is also responsible for processing paperwork for functional areas according to established procedures.
This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Business Partnering
Serves as a strategic liaison between HR Talent and the business to understand staffing needs, develop talent acquisition strategies, execute the full recruitment lifecycle, build employer brand, and provide data-driven insights to ensure the right talent is hired to meet business objectives.
Meets with leaders to support strong collaborative relationships in group and 1-1 formats
Coaches and consults with hiring managers to support effective selection practices
Rounds in the business units shadowing the work to build relationships and understand staffing needs
Recruiting
Conducts full-cycle recruitment activities to acquire quality talent through a positive and engaging candidate and hiring manager experience to meet organizational needs for a high performing workforce by performing the following:
Collaboratively creates strategic hiring plans with hiring managers leveraging available tools, resources and best practices, and in alignment with established standard operating procedures so as to enable an intentional and rigorous selection process as appropriate to the position
Develops and maintains a talent pipeline by forging and nurturing positive relationships within the AZ
Sources/scouts talent via phone, email and in person from external job/resume boards, schools, competitors, other local and national community sources
Attends career fairs, networking events, and other recruitment events
Leads the organization and execution of agency hiring events
Screens resumes/applications coming into the applicant tracking system (ATS) to include employee referrals and other referrals
Updates applicant status in ATS throughout the process ensuring new applicants are reviewed and statused within 24 hours of application
Deploys pre-interview assessments
Contacts qualified applicants and conducts phone screens
Shortlists potential matches for hiring managers feedback
Actively facilitates an effective and efficient process through frequent communication with hiring managers (e.g., regular check-in meetings with hiring managers)
Collects interview documentation upon receiving hiring decision
Clears requests to extend verbal offers
Maintains complete, orderly requisition files per department standard operations procedures and HR Audit
Maintains up to date status of open positions in the Recruiting Log
Participates in weekly team recruiting calls to share status, elevate issues, brainstorm strategies, and augment hiring plans as needed, to meet Time to Fill metric of < 42 days
Agency/Department Compliance & Continuous Improvement
Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
Actively contributes to team and individual effectiveness through the following:
Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated
Completes all required training in a timely manner.
Participates in assigned work teams as appropriate.
May complete periodic metrics, projects, huddle boards and reports as requested.
Prepares for and actively participates in 1:1 coaching with supervisor
Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.

Creates leader/key role onboarding schedules for the onboarding of new DADs

Education & Experience
Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelor’s Degree (e.g., B.S.), training, coursework, and work experience relevant to the assignment.
Minimum of three (3) years’ experience with 360-degree, full-service recruiting for non-exempt, professional, technology, and management type positions
