Job Summary:

This position provides a high level of administrative support and expertise. The Permit Technician is responsible for reviewing, processing, documenting, and monitoring any encroachment work affecting the operational control or the use of highway right of way. This includes processing and issuing a variety of permits which define the requirements for use of State highways, for all uses other than travel by the public. The position also assures all encroachment program permit requirements are met and work is performed in compliance with the applicable laws, rules, regulations and standards.

Job Duties:

Communicates with internal and external customers. Communication typically includes explaining the permit process and giving instructions and guidance on the permit application to include all of the documents required such as temporary traffic control plans, insurance and bonding, environmental clearances, and engineering plan requirements. Conducts administrative and substantive reviews. Prepares permit packages, citing requirements from ADOT Standard Specifications to address the scope of work. Assures quality and compliance of all supporting documents. Prepares permit addendums, grants extensions of time, processes work notifications, issues letters of acceptance for completed work, and coordinates with field inspectors.

Reviews permit submittals for compliance with FHWA & ADOT Standards and Specifications. Assures proposed work is in compliance with rules, regulations and policies of ARS governing or affecting use of ADOT Right of Way. Performs basic plan review and coordinates reviews by other departments within the agency. Oversees and monitors progress of permit process. This position ensures compliance with statutes and permit requirements by monitoring and evaluating encroachment permit activities. Organizing and prioritizing work assignments. Conduct, provide, and assist in research information for internal and external customers. Assist with research for the State Attorney General's Office for litigation reviews.

Coordinate and attend meetings such as pre-design and scoping, pre-application, preliminary site reviews, pre-construction, and other meetings. Perform field reviews to assure compliance of permit requirements and investigate reported or discovered ADOT Right of Way encroachments to determine validity. Determine and access technical aspects of permit and ADOT Right of Way encroachment violations and make recommendations for corrections or issues. Composes letters of notice of encroachment violations.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Google Workspace and Adobe Acrobat.
  • Statutes, administrative rules, and policies pertaining to permits.
  • Various Design and Construction Guidelines and requirements as set forth by ADOT Utility and Railroad, Roadway, Bridge, Drainage, Materials, Traffic, as well as MUTCD, AZ Blue Stake, NPDES/AZPDES, AASHTO and FHWA.
  • Tools, equipment, and materials used for highway construction and utility installations.
  • Intergovernmental Agreements and Joint Project Agreements.
  • Right of Way methods and documents for acquisition and disposal of real property.
  • The ADOT Permit Database, ROAD Portal, Right of Way and highway maps and plans.


SKILLS IN:

  • Customer service, providing guidance, handling difficult customers and educating processes to inform customers.
  • Written and verbal communication including depositions and testimony in a court of law.
  • Reading and interpreting a variety of technical engineering documents such as survey data, highway plans, right of way maps and documents relating to the acquisition and disposition of real property.
  • Researching
  • Understanding construction sequencing, methods and standards.
  • Interpreting field inspection data and diaries.
  • Field monitoring of temporary traffic control plans.

  • Organize, prioritize and track work assignments.
  • Ability to safely operate a State vehicle.
Selective Preference(s):

High School Diploma or GED preferred Permit processing, highway maintenance, engineer plan reading, construction or experience preferred

Pre-Employment Requirements:

Must possess a valid state Driver's License with an acceptable 39 month driving record. - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
