Work Schedule - Fair Labor Standards Act (FLSA) Exempt; Monday - Friday, with the occasional night and weekend coverage

Job Summary:

The Arizona Department of Administration (ADOA) is seeking a highly skilled and strategic Training Administrator to join the Enterprise Resource Planning (ERP) Division. In this pivotal leadership role, the successful candidate will spearhead the design and comprehensive implementation of the division’s statewide training program. This multifaceted responsibility involves conducting in-depth training needs analyses and collaborating closely with Subject Matter Experts to develop high-impact content. From the initial creation of instructional materials to the final delivery of training sessions and the subsequent evaluation of program effectiveness, the Training Administrator ensures that the State’s workforce is equipped with the knowledge and skills necessary to excel in a complex digital environment.

Beyond instructional design, this position plays a critical role in the research and development of organizational policies and procedures that align with both evolving business functions and rigorous legal requirements. The scope of this role is expansive, covering the practical application of the State’s Human Resources Management (HRM), Learning Management Systems (LMS), and Financial Management solutions. Furthermore, the Training Administrator will be instrumental in documenting and supporting new system implementations managed by the ERP Division while championing general system best practices across the state. Job Duties:
  • Conduct comprehensive assessments to identify short-term and long-term training needs for users of systems managed by the ERP division on a statewide level.
  • Collaborate and coordinate with executive leadership to align training initiatives with organizational priorities and specific agency needs.
  • Engage both internal and external customers and stakeholders throughout the planning and implementation phases to ensure program relevancy.
  • Design, develop, and continuously update training curriculum and instructional content for diverse delivery mediums.
  • Partner with existing Arizona state resources to create interactive, computer-based training (CBT) modules and e-learning materials.
  • Establish and maintain standardized procedures for agencies to request specialized training or the development of new curriculum.
  • Draft detailed work plans and formal proposals for training activities, ensuring the strategic prioritization of development and delivery schedules.
  • Research, develop, and revise comprehensive policies and procedures governing various business functions within the organization.
  • Ensure all training documentation and organizational policies remain current and aligned with evolving system functionalities and legal requirements.
  • Develop and manage training calendars, ensuring they are clearly communicated and readily accessible to all statewide customers.
  • Coordinate logistics to ensure that all necessary resources, including personnel, facilities, and physical or digital materials, are available for scheduled commitments.
  • Adopt a customer-centric approach by responding promptly to user needs and proactively soliciting feedback to improve service delivery.
  • Foster and maintain strong professional relationships with stakeholders within the ERP organization and supported agencies across the state.
  • Demonstrate a high level of accountability by meeting all training commitments and project deadlines.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Developing, conducting, delivering, and implementing training programs, including software-based training programs.
  • Curriculum development processes and adult learning concepts.
  • Reference materials such as federal regulations and Arizona Revised Statutes.

Selective Preference(s):
  • A Bachelor's degree in Business, Public Administration, Organizational Development, Teaching or similar field.
  • 3 to 5 years of professional level experience in learning/training/organizational development and/or delivery of professional training
