The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Training Officer 2. The Training Officer 2 position  provides instructor-led training throughout the State, teaching courses specific to DBME/FAA to new hires and Benefits Eligibility Specialist (BES) staff having an identified gap in skills determined by the Department of Economic Security (DES). Responsibilities include, but are not limited to: delivering training in a virtual platform; facilitating development activities; ensuring quality of training delivery and materials being presented; providing mentoring and coaching to DBME staff as necessary; coordinating with business partners and customers to meet the organizational training needs; serving on committees and teams with impact to all layers of the DBME/FAA training delivery and/or design; providing facilitation services as needed; assisting with course development; and completing other projects as requested by the supervisor.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

-Trains division staff around the state on DBME/FAA topics. This includes preparing to train course content, such as learning new material, attending Train the Trainer workshops, gathering materials, traveling to class sites state-wide, and setting up training facilities. Provides reports on training delivery, student evaluations, and attendance. Facilitates meetings, workshops, and other synchronous learning and development activities.

-Prepares to present training classes, including learning new materials, attending Train the Trainer workshops, gathering materials, traveling to class sites, and setting up training facilities.

-Performs routine administrative tasks involving status reports, project plans and correspondence, attending meetings, serving on committees and teams, attending training and professional development classes and workshops, and serving on committees and work-groups.

-Assists with creation, revision, of all training materials/courseware, evaluating training aids, such as videos, audio tapes, job aids, exercises, training instruments, and other training resources for use across all divisions. Ensures alignment with course materials, training objectives, and compliance with DES standards, and makes recommendations to PSA management.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

-Computers, Google G-mail and Calendar, Google Suite and Microsoft Office products
-Writing, including grammar, punctuation, spelling, proper syntax, and proper sentence structure
-Adult learning principles
-Federal and State laws, regulations, policies and procedures
-Customer service and communication principles
-Evaluation (Phillips ROI model preferred)
-Project planning concepts and practices
-Collaboration and social media platforms, such as Sharepoint
-Training delivery principles, practices, techniques and tools
-Basic working knowledge of training-related technologies, such as learning management systems and survey instruments
-Management and leadership principles.

Selective Preference(s):

This ideal candidate for this position will have:

-Bachelor's degree or higher in an applicable subject area, such as Human Resources Development, Adult Education, Psychology, English, or similar field.
-One year of experience training adult learners as full time trainer responsible for instruction and group/team facilitation.
-DES instructor certified. 

Pre-Employment Requirements:

-Travel will be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management- Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

-If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.

-Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.
