Job Summary:

Serves as the unit materials coordinator and may serve as the project lead technician under the general supervision of the resident engineer (RE) or project supervisor. Assists the project supervisor in the review of construction submittals, material certs, and documentation. Provides direction, coaching, and mentoring to lower level inspectors; monitors and maintains unit testing and sampling equipment; and receives, reviews, and disseminates all material test results, including but not limited to asphalt, concrete, aggregate, and earthwork. Performs sampling, testing, and inspection on highway construction projects, hot mix asphalt plants, and concrete batch plants. Assists the unit in process improvement and implementing the Arizona Management System. Assists with road block/traffic control, plowing (voluntary), or working dispatch as needed to assist with inclement or winter weather. This position is required to drive a State vehicle.

Job Duties:

Inspects minor contract items to ensure compliance with standards and specifications. Acts as another lead inspector for personnel assigned to projects providing direction and guidance. Uses as state vehicle in the course of job duties.

Prepares field documentation and verifies field calculations for input into FAST system. Inspects and approves traffic control and project safety items In compliance with standard specifications and policies.

Performs complex analysis and calculations as required, including laboratory tests, quantities and other contract related documentation. Reviews work performed by other personnel assigned to the area of assignment.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Extensive knowledge in methods, procedures, and techniques used in highway construction project inspection, survey,materials testing and documentation.
  • Work management, analyzing and evaluation a wide variety of technical engineering data Federal, State statutes and agency standards, policies, and procedures applicable to the area of assignment.
  • Advanced mathematics.
  • Operate and maintain assigned equipment, in a safe manner.
  • Operating engineering related equipment. Oral and written communications.
  • Interpersonal relations, as applied to contacts with contractors, representatives of other governmental agencies, and other agency employees.

SKILL IN:

  • Skills in analyzing and evaluating a wide variety of engineering data.
  • Skill in decision making, organizing and prioritizing work assignments.
  • Skill in oral and written communications.
  • Skill in time management and interpersonal relations.

ABILITY TO:

  • Ability to plan, organize and coordinate the full spectrum of work activities.
  • Ability to establish and maintain positive and effective oral and written communications with a wide variety of individuals and situations.
  • Ability to operate a computer and software utilization in all aspects related to construction plans and specifications.
  • Ability to be flexible in day to day operations.
  • Ability to be open to new ideas and process improvements
Selective Preference(s):

Experience in operating survey equipment, inspecting minor highway construction projects, hot mix and concrete plants, performing administrative or advance engineering and construction records maintenance or related duties; or a Bachelors degree in Engineering Technology or closely related profession may be substituted for the required experience. ATTI & ACI certifications.

Pre-Employment Requirements:

This position requires possession of a valid Class D Driver License -  This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

American Concrete Institute and Arizona Technical Testing Institute Certification required within 1 year of hire date.
