Job Summary:

Under the general direction of the Construction Office Supervisor this position functions as a construction office manager performing the administrative functions of a construction office unit. The position is responsible for analysis and resolution of problems, formulation of procedures and recommendation and execution of policy in the areas of office administration; contracts: procurement of materials, equipment and services; budgeting; construction project cost accounting: data processing and related clerical services. Responsible for or monitoring construction projects timeliness, quality and compliance with established standards. Maintain required documents on all contract items including contractor payrolls, force accounts and contractor pay estimates. Develops and maintains complete and systematic set of records of construction, project and design activities. Overnight travel throughout the State may be required for training & district business.

Job Duties:

Create appropriate documents to complete procurement actions to include goods and services. Procurement and Accounts Payable activities include research of automated procurement system; initiation of purchase; receiving and verifying purchase and completion of all documents and automated transactions in compliance with State and agencies codes and policies. Review and/or prepare contract documents related to force accounts, change orders, supplemental agreements and financial documentation for completed projects. Review, verify and provide calculations, test results and documentation as related to office manager process and work assignments.

Prepare project documentation to ensure conformance with all applicable laws, rules, regulations and standards. Review administrative problems and develop procedures and recommendations for resolution of issues. Perform record management services to include creation and organization of files; lags and records as related to construction management and construction activities. Perform all activities as related to contractor payroll to include review of hours, classification and timely submittal as it relates to contract compliance with applicable Federal and State law.

Interact with contractors; consultants; local agencies and citizens to enhance and maintain communication. Provide training, coaching and guidance to employees as directed and as related to the functions of the construction office manager. Represents the District at project meetings and public meetings. Attend meetings and represent the department as directed. Will be required to drive a state vehicle in the course and scope of state business.

KNOWLEDGE OF:

  • Federal, State and agency standards, policies and practices.
  • Approved record-keeping and documentation.
  • Reading and interpreting a variety of construction specifications, department policies and procedures that are applicable to the agency construction program.
  • ADOT construction practices, standards and inspection techniques to determine compliancе.
  • Construction materials and materials testing procedures.
  • Evaluation of a project scope and design to assure appropriate construction materials are specified and used.
  • M.U.T.C.D. traffic control standards.
  • Knowledge of a variety internal departmental group or unit functions.
  • Construction Manpower staffing.

SKILLS IN:

  • Work scheduling and time management.
  • Analysis and preparation of data; written and verbal communication.
  • Enforcing policies and procedures and issue resolution.
  • Project management, to include concurrent projects at various stages.
  • Database management.
  • Document organization, both electronic and physical filing systems.
  • Use of FAST/PEN and other ADOТ construction specific applications, Microsoft Office to include Word, spreadsheets, databases and Google Suite.

ABILITY TO:

  • Proactive (preparing and planning) in approach to daily, weekly, monthly and annual tasks.
  • Multi-task job duties that have varied situations and exceptions, with frequent interruptions.
  • Manage time to be effective at managing varied job duties meeting multiple, varied, frequent deadlines.
  • Resolve problems independently; knowing when to involve Supervisor.
Selective Preference(s):

Three years of technical work performing engineering and construction activities to include construction records maintenance and verification; or assisting inspection and administration of highway construction projects. 60 semester hours applicable towards a Bachelor Degree in Engineering or closely related curriculum may substitute for one year of experience.

Valid Driver's license - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
