Job Summary:

This position monitors and evaluates contract compliance in regards to ADOT Standard Specifications and project specific Special Provisions. Provides direction to assigned units. Demonstrates expertise regarding contract requirements, policies and procedures relating to contract management. Verifies and reviews project-related contracts, specifications, and documentation to ensure adherence to the State and agency standards covered in the ADOT Specifications, Construction Manual and Special Provisions as well as Federal Highway Administration (FHWA) and U.S. Department of Labor (USDOL) regulations and law.Audit submitted project Final estimates, supplemental agreements, labor compliance documents and approves subcontracts. This position provides training, coaching and guidance to various ADOT sections such as field office managers, inspectors, Resident Engineers, District Engineers, Assistant State Engineer - Construction, contractors, subcontractors and the general public.

Job Duties:

Review, verify and approve Final Project documentation to ensure adherence to ADOT Standard Specifications, Construction Manual, Special Provisions, FHWA Specifications and U.5.D.O.L. Regulations. Provide guidance to Field Technicians in document preparation, oversee and correct field work. Approve subcontracts

Review , verify and approve calculations on contract documents for Supplemental Agreements to ensure adherence to Standard Specifications and Construction Manual procedures

Special projects for Construction & Materials Group including but not limited to budget increase requests, contractor analysis, subcontractors analysis, pay item documentation, cost analysis, labor compliance and ADHOC reports, Analyze and research data to ensure conformance with applicable laws, rules and regulations

Advise, instruct, explain technical matters, provide technical leadership, and resolve issues of conflict for Resident Engineers, Transportation Engineering Specialist, field office personnel, Contractors and Consultants regarding contract compliance

Reject project documentation or workmanship not in compliance with ADOT and federal specifications. Approve or disapprove contract documentation relating to pay estimates, supplemental agreements and labor compliance. And other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Principles of ADOT Standards Specifications for Road and Bridge Construction, Construction Inspection methods, procedures and techniques

Davis-Bacon labor compliance FHWA 1273 and 29 CFR Part 5

FHWA Regulations and laws U.S.D.O.L. Regulations and Laws

Proficient in Google and it applications, Microsoft Word and Excel

CPE - FAST - Contract Card Software

Proficient in basic math calculations including but not limited to addition, subtraction, multiplication, division and percentages

Skills in:

Analysis and preparation of data Written and verbal communications

Google and it applications

Microsoft Office Products

FAST software application (in all modules)


Ability to:

Analyze data

Communicate technical details to non-user

Selective Preference(s):

Four years of experience equivalent to a Transportation Construction Technician 4-0ffice Manager. Experience with the administration of Federal-aid construction contracts and working knowledge of supplemental agreements, change orders, and project closeouts. Excellent customer service skill, willing to travel and provide technical training.

Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete page 7 and sign the Driver Form on page 8 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
